Coast Guard has a requirement for: CLIN 0001: a Compressor/condensing
unit, sea water cooled with a refrigeration capacity of 3.0 tons, using
refrigerant HFC-134A suitable for marine use, QTY 4 EA. THIS
ACQUISITION IS A COMMERCIAL BUY AND IS 100% SMALL BUSINESS SET-ASIDE.
Each unit shall include one semi-hermetic electric motor driven
multiple cylinder reciprocating compressor, one refrigerant receiver,
one seawater cooled condenser, one heat exhcanger, one control panel,
limit and safety controls, pressure and temperature instrumentation and
all interconnecting piping and wiring. The assembled unit shall not be
larger than 30 in. width X 70 in. depth X 84 in. Height. The unit
shall consist of: A.-COMPRESSOR -- reciprocating type, capable of
producing 3.0 tons with a saturated suction temperature of 105 degree
F using HFC-134A, semi-hermetic, 440V, 3 phase, 60 hertz, with
isolators, crank case oil heater, oil & suction strainers, and suction
& discharge shut-off valves. Automatic capacity control with permits
unloaded starting and provides automatic operation. Capacity reduction
shall be at east 2 steps. Crankcase Oil heaters 15 VAC, 1 phase, 60
HZ, to automatically de-energize upon compressor start-up. (B)
COMPRESSOR RELIEF VALVE -- set to relieve excessive pressure and
discharge back into the compressor suction. Only required if compressor
is not internally relieved. (C) RECEIVER -refrigerant, horizontal type,
200 lb. capacity at 120 degrees F, test pressure 1.5 times the system
working pressure complete with a float type liquid level indicator. (D)
CONDENSOR -- seawater cooled, shell and tube type, with sea water
flowing thru the tubes, double liquid drains on bottom, 105 degrees F
condensing temperature and 90 degrees F sea water inlet terperature.
The condenser shall be constructed of a carbon steel shell with 90-10
copper-nickel tubes and tube sheets with bronze removable bolt-on heads
for maintenance. Heads to have NPT of 150# ANSI flanged connections.
Condenser to have zinc protection. (E) HEAT EXCHANGER -- capable of
superheating the suction gas before entering the compressor and to
subcool the liquid refrigerant to eliminate flashing in the liquid
line. All copper constuction. (F) MOISTURE INDICATOR which visually
indicates the presence of moisture in the refrigerant. HFC-134A
compatible. (G) FILTE DEHYDRATOR -- permits replacement of cartridges
without the need to cut refrigerant lines or undoing brazed
connections. Install in the main liquid line. HFC-134A compatible. (H)
KING SOLENOID VALVE -- Locate in the main liquid line leaving the
receiver. The king solenoid is energized from the compressor motor
controller to remain open when the compressor is operating normally
under control of the low pressure control switch. The value is
de-energized and will close when the compressor is stopped by any other
device, i.e., high pressure control switch, low voltage or overload
relay, oil pressurefailure switch, stop button or other safety devices.
(I) RUPTURE DISC -- for emergency discharge overboard (J) RELIEF VALVES
-- A relief valve shall be installed in the equalizing line connecting
the condenser and receiver. This valve will relieve pressure which
might build up in a full receiver during shutdown when the stop valves
are closed. The relief valve will discharge into the condenser. An
additonal relief valve shall be installed in a line connecting the
refrigerant of the condenser to the rupture disc which inturn will
discharge overoard. (K) WATER REGULATING VALVE -- Salt waer application
to provide correct flow through condeser under all operation
conditions, for sea water service. (L) STRAINER -- compatible with
HFC-134A refrigerant, install in the main liquid line. (M) CONTROL
PANEL Electrical controls to operate system in manual or automatic
modes. Controls and Components shall be marine type. Rated 50 degree
Cambient temperature. Mercury switches will not be acceptable. Wires
shall be tagged and banded. Control voltage shall be 115V, 1 phase, 60
HZ, Panel shall meet the requirements of IEEE-STD-45-1983. All gauges
and indicating lights to be front cabinet mounted. Panel to include,
but not limited to the following: 1) Compressor Suction Pressure Gauge
-- (min. 3 1/2" in. dia. dial) 2) Compressor discharge Pressure Gauge
-- (min. 3 1/2 in. dia. dail) 3) Compressor Oil Pump Pressure Gauge --
(min. 3 1/2 in. dia. dial) 4) Red Indicating Light (compressor high
pressure cutout) 5) Red Indicating Light -- "condenser water failure"
6) Red Indicating Light -- "compressor motor overload" 7) High Pressure
Control Switch 8) Low Pressure Control Switch, 9) Condenser Water
Failure Switch, 10) Compressor Oil Pressure Safety Switch N. COMPRESSOR
MOTOR CONTROLLER -- AC magnetic across the line full voltage,
non-reversing, 440V, 3 phase, 60 HZ, selector switch for
Manual-off-automatic operation. Controls and components shall be marine
type, rated for 50 degrees C ambient temperature. Mercury switches will
not be acceptable. Wires shall be tagged and banded. Two (2) auxiliary
contacts normally open and two (2) normally closed, wired to terminal
block for connection to others. Control voltage shall be 115 V, 1
phase, 60 HZ, Panel shall meet the requirements of IEEE-45-1983. All
indicating lights to be front cabinet mounted. Panel to include, but
not limited to the following: 3) Green Indicating Light (Compressor
running), 1) white indicating light (power available), 2) Amber
Indicating light compressor crankcase heater on. CLIN 0002. ENGINEERING
DRAWINGS FOR ITEM 1 (Vendors off-the shelf drawings depicting
dimensions, characteristics, performance ratings, diagramsweight,
mechanical and electrical connections and materials of construction
CLIN 0003 ASSEMBLY DRAWINGS OF UNIT, (as normally provided) minimum of
3 views of unit, with overall dimensions, and center of gravity
located. All connections to be labeled and located. Show maintenance
clarances, foundation requirements, unit refrigerant charge
information, and a bill of material with quantities and model numbers
QTY2 EA, CLIN 0004. PIPING DIAGRAMS, (as normally provided) electrical
diagrams and schematics for system with components labeled, QTY 2 EA,
CLIN 0005 -- TECHNICAL MANUALS FOR ITEM 1, Original equipment
manufacturer's Service Instructions and Parts Lists. Manuals for more
than one make/model shall be marked to indicate the make/model suplied,
QTY 9 EA. The Coast Guard anticipates issuing the solicitation
approximately 30 days after date of this publication. The dates in
Block 10 are for informational purposes only. Final acceptance shall be
F.O.B. destination. Closing date and time for receipt of bids will be
established when the solicitation is issued. Companies interested in
