E-MAIL: Amy B. Campbell, Amy.Campbell@msfc.nasa.gov. NASA/MSFC plans to issue a Request for Offer (RFO) for 32-Channel Expansion to Existing Automatic Load Control System. NASA/MSFC intends to purchase the items from MTS Systems Corporation, Minneapolis, MN. The acquisition of supplies or services is determined to be reasonably available from only one source and no other supplies or services will satisfy agency requirements. An immediate need exists to enhance the operational capabilities of an existing Aero-90 48-channel servo load control system manufactured by MTS Systems to support Space Station structural testing. The hardware required is unique in that it must maintain both hardware and software conformability with the existing 48-channel servo load control system. Upgrade to increase the operational and functional capability is necessary. The contractor will upgrade the existing LTC Station to provide simultaneous dual quasi-static testing capability; provide one Digital Structural Servo Controller console with sufficient hardware to supply an additional 32 channels of hydraulic servo load control; and provide additional firmware as necessary to support setup, monitoring, load profiling, test system archiving and database functions dictated by the 32 channel hydraulic servo load control expansion. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See Note 22. An Ombudsman has been appointed. See Internet Note "B". Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice issolely within the discretion of the Government. Firm date for receipt of offers will be stated in the RFO. All qualified responsible sources may submit an offer which shall be considered by the agency.
