This notice is being issued by Westinghouse Savannah River Company (WSRC), management and operating contractor for the U.S. Department of Energy's Savannah River Site (SRS) near Aiken, South Carolina. The purpose of this notice is to determine public interest in the licensing and further development of a technology called the "Part-Per-Trillion Total Organic Carbon Analysis". This technology is a device which allows the Total Organic Carbon (TOC) in aqueous samples to be concentrated and analyzed without distillation. This technology would replace tedious distillation techniques with capture of all organic carbon in a single-use cartridge. The solid-phase sample may then be subjected to thermal or chemical oxidation to transform TOC to CO2. Conventional gas-phase spectroscopy techniques can then be used to determine total organic carbon. This device has been lab tested, and support documentation and test results are available. Respondents will be provided with a technical brief and instructions for preparing and submitting a business plan, an integral element of the licensing process.
