The National Oceanic and Atmospheric Administration (NOAA) Air Resources Lab (ARL), is planning on purchasing a hemispheric sky imaging system. The hemispheric sky imaging system is an instrument newly developed in a cooperative effort between ARL/SRRB and Yankee Environmental Systems. They are the only company in the United States that is developing this type of instrument. ARL will be a network test in application and cooperating in the development of this instrument which shall be capable of continuous unattended daylight operation, with automated sun blocking in image, produces Jpeg digital images, at least 240X480 pixels and thousands of colors resolution, minimum 1-minute temporal resolution in image capture, maximum average of 20 mb/day data volume, software for processing images to infer fractional sky cover, accurate to the nearest 10th, and Internet communications capability to system camera. The requirement is for 5 each of this system. No RFQ is available as these are the only specifications; however, interested sources may respond by submitting documentation that clearly demonstrates the capability to meet this requirement. Responses must reference Synopsis No. NRMGC000802014JW no later than COB July 24, 1998. This announcement/solicitation is being issued under the Simplified Acquisition Procedures, FAR Part 13 (NTE $100,000). The award will be based upon the best value to the Government, with technical merit and past performance being significantly more important than price.
