Systems Division (NAWCTSD) is seeking a cost effective, sustainable,
and supportable Distributive Learning System to support warehousing and
distribution of on-demand and real time Navy training and education
requirements over Local Area Networks (LAN), Wide Area Networks (WAN),
the Internet, and the Extranet, using Video Telecommunications
Training (VTT), and between Learning Resource Centers (LRCs). The
Distributive Learning System must (1) use Commercial Off-the-Shelf
(COTS) hardware and software, (2) be MS Windows 3.1/95 and 98 (TM)
compatible, and be capable of (3) warehousing and delivering training,
(4) providing online multi-media internet access with real-time
communication capable of full motion video, audio, document sharing,
and direct dial in capabilities, and (5) providing access to
information and experts worldwide and supporting multiple site
collaborative learning with interactive programs. Interested sources
must also be able to (6) develop Net-Based Interactive Multimedia
Instruction (IMI) compatible with a variety of PC systems and hardware
as re-usable objects for school-house based training, as well as
non-resident courses for refresher on-demand training in the Fleet
Shipboard Wide Are Networks (SWAN) via the IT-21 Gateway, and (7) set
up Distributive Learning Centers across CONUS in schoolhouse
concentration areas to collect, coordinate, update, warehouse, and
distribute Net-Based-IMI. Respondents capable of providing (1) through
(7) above, inclusive, are invited to provide, as a minimum, the
following information by e-mail in MSWord Format 6.0/7.0: (a) Narrative
description of current and previous application programs and tasks
performed that accomplish the functionality described above; (b)
Specific direct technical expertise in the areas of Distributive
Learning and Distance Learning, (c) Use of the Internet as a forum for
Distributive Learning, (d) Specific expertise in the areas of LAN,
WAN, and SWAN, (e) Whether the respondent offers such a system and
services as commercial items or whether such commercial items could be
reasonably modified to meet the stated requirements; (f) Description
of practices for such commercial items, including terms for warranties,
buyer financing, maintenance and packaging, and marking, etc.; (g)
Company size in relation to SIC Code 7373 (size standard $18M), (h)
Statement as to your interest in the requirement as a prime contractor
or subcontractor, and (i) Point of contact and e-mail address.
Responses will be accepted until 31 July 1998 and must be e-mailed to
peg-a.david@smtp.cnet.navy.mil. Responses should be limited to 15
pages; corporate brochures are not desired or required. Any additional
requests for information will be paperless; therefore, correct e-mail
addresses are essential. Firms will not be reimbursed for any costs
associated with their responses. This announcement does not constitute
a request for proposal and the Government reserves the right to offer
the requirement to the 8(a) program or to set the requirement aside
for small business should a request for proposal be issued. Posted
