The National Park Service is committed to managing its resources
consistent with the National Environmental Policy Act of 1969, the
National Historic Preservation Act of 1966, as amended, and other
statutes and NPS Policies, in a manner that responds to the concerns of
contemporary peoples who have traditional associations with such
landscapes (both cultural and natural). To effectively manage the
resources under its stewardship, the NPS must understand the values and
concerns of American Indians and other contemporary communities
traditionally associated with National Park Service units. This
Ethnographic Landscape project will further NPS understanding of
community values about Petroglyph National Monument, and thus provide
1) accurate interpretive information about area resources, 2)
identification and protection of landscapes (both cultural and natural)
within Petroglyph National Monument, 3) suitability of landscape
nominations to the National Register of Historic Places, and 4)
community based management recommendations for Petroglyph National
Monument as a basis for on-going consultation between the National Park
Service and community user-groups. To meet the goals of this
Ehtnographic Landscape project, Petroglyph National Monument proposes
to implement an Ethnographic Landscape Report (ELR) that will identify
the relationshops between contemporary groups of people and the
contiguous and surrounding lands, and interrelated places associated
with the Monument, to which they ascribe meaning. This project will be
conducted in two separate phases, phase one to be funded and awarded
this fiscal year (FY98), will identify contemporary peoples, groups,
user-groups and other stakeholders that associate themselves with or
ascribe meaning to, the lands within and immediately surrounding
Petroglyph National Monument, and 2) show the histories of land uses by
documenting these peoples' association with specific landscapes and
defining the nature of their landscapes and significantplaces. This
Phase of the project will be accomplished by an extensive literature
search. Phase II to be awarded, subject to the availability of funds,
in fiscal year 1999, will include consultation and interviews with
those stakeholders identified in Phase I. Phase II will include an
analysis of the archival data collected in Phase I, and the
ethnographic data collected in Phase II, to produce an Ethnographic
Landscape Report. It is the intention of the National Park Service to
award both phases of this project to the same contractor. To receive a
