environmental services and studies to support Air Combat Command (ACC).
The contract will also support other DoD agencies as requested by the
agency and approved by HQ ACC/CEV and ACC CONS. This contract will
primarily focus on environmental compliance and analysis projects and
related work. Projects may be performed at various activities located
in, but not limited to Avon Park AFR FL, Barksdale AFB LA, Beale AFB
CA, Cannon AFB NM, Davis-Monthan AFB AZ, Dyess AFB TX, Ellsworth AFB
SD, Holloman AFB NM, Howard AFB Panama, Keflavik AFS Iceland, Langley
AFB VA, Minot AFB ND, Moody AFB GA, Mt Home AFB ID, Nellis AFB NV,
Offutt AFB NE, Seymour Johnson AFB NC, Shaw AFB SC, Whiteman AFB MO,
and Lajes Field Azores. A&E selection procedures will be used to
competitively award (3-5) Indefinite Delivery/Indefinite Quantity
(ID/IQ) contracts with a minimum of (1) of these contracts awarded as
a competitive 8(a) set-aside. The cumulative program ceiling for all
contracts awarded under this announcement will not exceed $125 million.
There will be no individual task order amount limitation within the
ceiling. There is a minimum order amount guarantee of $250,000 per
contract. The basic contract will be structured to allow for the
issuance of both Time-and-Material (T&M) and Firm-Fixed-Price (FFP)
task orders with preference given to utilizing FFP to the greatest
extent possible. The contract will be 5 years with a period of
performance extending 2 years beyond the ordering period. The work
includes: preparation of various Environmental Impact Statements,
Environmental Assessments, Environmental Baseline Surveys, Natural and
Cultural Resource Studies, Environmental Compliance and Management
Program Audits, Environmental Compliance Surveys and Studies (variety
of work in the areas of air quality, hazardous waste/materials, solid
waste, noise, pesticides, POL, PCBs, asbestos, radon, drinking water,
wastewater, emergency planning and response, and pollution prevention),
and miscellaneous technical support (environmental training and
seminars; technical resource centers/information clearinghouses;
environmental conference support; developing pamphlets, manuals and
guidebooks; compiling an administrative record; reviewing environmental
law, policy, guidance and regulations; and recommending strategy and
policy alternatives). Firms responding to this announcement are
encouraged to highlight their present and anticipated capabilities in
terms of products and services as they relate to the above areas.
PRIORITIZED SELECTION CRITERIA IN ORDER OF IMPORTANCE: (1) Recent
Specialized Experience and Technical Competence of the firm (including
team subcontractors) in the types of work identified above. Do not
list more than ten projects in Block 8 of the SF-255. Projects listed
shall be either current projects or projects completed within the last
five years. Indicate which subcontractors (if any) from the proposed
team participated in each of these projects. (2) Professional
Qualificationsof the staff to be assigned to this contract (including
subcontractors) and their respective background in the performance of
the types of work identified above. List only team members who will
actually perform work under this contract. Qualifications should
reflect each individual's skills and abilities in environmental
compliance work and his/her potential to contribute to the successful
completion of project task orders. In Block 4 of the SF-255 (Personnel
by Discipline) show the entire proposed team by listing personnel
employed by the prime in the blanks provided and personnel from
subcontractors to the left in parentheses. In Block 7 of the SF-255,
indicate branch office location of each team member, including
subcontractor personnel. (3) Past Performance on contracts of a similar
nature, as discussed above, with Government agencies and/or private
industry in terms of quality of work, cost control, and compliance with
performance schedules. Identify and describe fully the last three
project task orderssuccessfully completed as a direct result of the
team's efforts. In particular, cite examples of recognition for
technical report writing that is clear, concise, and convincing in
presenting recommendations. List recent awards, commendations and other
performance evaluations received by the team for previous projects
similar to those discussed above. (4) Capacity to accomplish the work
and Management Plan. Demonstrate the ability to complete several
multidisciplinary contract task orders concurrently (i.e., the impact
of this potential workload on the firm's permanent staff, anticipated
workload during the contract period, and the firm's history of
successfully completing work in compliance with performance schedules).
Indicate the firm's present workload and the availability of the
proposed subcontractors for the specified contract period. Demonstrate
how the prime contractor will manage and coordinate the work of its
staff and its subcontractors to produce integrated, cost effective
solutions to task orderassignments. (5) Location of the firm (including
first tier subcontractors/consultants) (6) Volume of work previously
awarded by DoD to the firm. This information shall be recorded in Block
9 of the SF-255 by listing the total amount of DoD contracts awarded
for the previous 12 months. GENERAL INFORMATION: The anticipated date
of award is May 1999 timeframe. The Standard Industry Code (SIC) for
this procurement is 8711. Firms slated may be required to provide an
oral presentation to the evaluation board. The Government reserves the
right to hold oral presentations if determined to be in its best
interest. Prospective firms desiring consideration shall submit two
copies of completed U.S. Government Standard Forms 254 and 255
including an organization chart of key personnel to be assigned to this
contract, and each subcontractor's current SF-254 to ACC CONS/LGCE, 130
Douglas Street, 4th Floor, Ste 403, Langley AFB, VA, 23665-2791, ATTN:
Helen Vaughn not later than close of business (4:00 p.m. EST) 11 Aug
98. Elaborate brochures or other presentations beyond those sufficient
to present a complete and effective response to this announcement are
not desired. Firms are directed to keep the total page count of
submission to no more than 125 pages (8.5x11, minimum font size 10,
double sided and secured with plastic comb binding element), any
additional pages and/or other documents submitted will be recycled or
destroyed without consideration. Interested firms should state in their
SF 254, Block 4 their business status. Electronic format SF-254's and
SF- 255's will be accepted in addition to the mandatory hard copies
described above. Acceptable electronic format is Microsoft Word 97 or
Microsoft Excel 97 on a 3.5-inch floppy disk or Compact Disc. The
entire solicitation will be released solely on the ACC CONS Business
Opportunities WEB page (paper copies will not be available). Any
