The Maritime Administration requires that to be eligible for award under this solicitation, offerors must be holders of the Master Lump Sum Repair Agreement (MLSRA) or shall apply for and agree to the terms and conditions of the MLSRA. Offerors may accept the MLSRA with their bid; non-holders shall provide annual representation and certificationas required by the MLSRA.
