Harris/Likt/[801]777-4205 This is a sources sought synopsis to help
identify potential contractors with the capability to accomplish the
effort on this T45 recompetition. The Government intends to award a
contract to support the T45 Undergraduate Navigational Trainer System
(UNTS) located at Randolph AFB, TX. This T45 program will consist of
Contractor Logistic Support (CLS); operation of a Trainer System
Support Center (TSSC); and a requirement for potential future
modifications to the system. The CLS portion will require the
contractor to provide total logistic support to the system, including
all personnel, equipment, and spares necessary to maintain the
operational, maintenance and support of the UNTS and associated
equipment. A 95% availability rate for all systems will have to be
achieved. The contractor will provide console operators with the
required knowledge and communication ability to perform all required
tasks for each training mission. The contractor will maintain and
update the Recompetition Support package (RSP)on a continuing basis. In
addition to the CLS effort, the contractor will operate the TSSC. The
TSSC is used to provide software/firmware maintenance, development, and
modification; hardware development and modification; and to perform
configuration management tasks for the UNTS. Adequate personnel will be
required in the TSSC in order to complete the tasks assigned by the
Software Working Group (SWG). Software and hardware engineers assigned
to the TSSC will be required to perform basic and creative engineering
work, and be experienced in Ada and C++ programming language. In
addition to the CLS and TSSC requirements, the contractor will be
required to implement modifications as they arise during the life of
the contract. The contractor will assume full responsibility for
providing source data, labor, materials and transportation, as
required, to accomplish the design, development, prototype, and testing
through Air Force acceptance. Skilled personnel qualified in the
modification of complex major systems and subsystems will be required
when modifications are identified. Contractor personnel will require a
SECRET security clearance. The requirements of Dept of Labor wage
determinations will be applicable to this contract. This will be a
follow-on contract to the current T45 contract, F42630-94-D-0467, and
it is anticipated to be awarded by 1 July 1999. The Government is
interested in determining marked interest, and business capability for
this acquisition. Interested businesses are requested to submit their
capability statement within thirty (30) days of this notice. the
government has prepared a minimum capability document, which is
available upon request to assist contractors. Please indicate if your
company is a large, small, or small disadvantaged business. Information
contained in this synopsis is for planning purposes only. It does not
constitute an invitation for sealed bid or request for proposals, nor
is it to be construed as a commitment by the Government. the Government
plans to meet with industry todiscuss the requirement and receive early
