Science Foundation (NSF) requires professional services to design and
conduct a regional workshop in Denver, CO and Atlanta, GA that will
contribute to improvement in the communication among NSF,
minority-serving institutions (MSI's), and NSF-supported
facilities/centers (NSFSFC's), and a higher degree of involvement of
MSI's in the NSF proposal and award process. Each workshop shall be
scheduled for the Fall, 1998 and last 1.5 days. The workshops shall
focus on "learning from success", effectively using exemplary
collaborative research and education relationships between MSIs and
NSFSFCs as models for potential principal investigators from MSIs. NSF
intends to integrate the establishment of long-term research and
education programs at MSIs into the NSF proposal and award process.

using simplified acquisition procedures authorized by Federal
Acquisition Regulations (FAR) Part 13 and is set aside exclusively for
