(DOT), Federal Transit Administration (FTA), plans to acquire services
for the various program offices within FTA under an omnibus
procurement. Individual requirements will be acquired through the use
of multiple Indefinite Delivery/Indefinite Quantity contracts in three
functional areas. The functional areas are: Transit Research, Safety
and Planning, covering requirements such as studies and analysis of
transit equipment and infrastructure, fleet operations, safety and
security technology and transit planning; Transit Compliance and
Awareness covering requirements such as oversight and support of civil
rights programs, specialized transit services and professional
capacity building; and Transit Policy and Logistical Operations
covering requirements such as policy development, which includes
developing and encouraging the use of innovative financing and planning
tools and assessing the conditions and performance of transit systems,
conference planning and procurement activities. For each functional
area, FTA intends to: (1) issue multiple Indefinite Delivery/Indefinite
Quantity contracts with a minimum guarantee; and (2) compete subsequent
delivery orders among those firms that win a contract within the
functional area. The Government intends, for each functional area, to
award contracts to 8(a) firms, small businesses and contracts under
full and open competition. Offerors will be asked to submit a complete
proposal for each functional area they propose and may not compete in
more than one category (e.g., 8(a), small business, or full and open)
for each functional area. Offerors may submit proposals in more than
one functional area. Prospective offerors are encouraged and afforded
the opportunity to request clarification and/or furnish comments to the
solicitation by faxing or e-mailing requests or comments to Bobby J.

Requests for clarification and/or comments will be accepted up to
August 29, 1998. A hard copy of the solicitation is available by
written request to the above address. The solicitation will also be
available electronically, 24 hours a day, via the FTA home page on the
World Wide Web (WWW). The FTA web site where this document resides is

anticipated date for release of the Request for Proposal (RFP) is
August 17, 1998. NOTE: For information purposes only to Minority,
Woman-Owned and Disadvantaged Business Enterprises: The Department of
Transportation (DOT), Office of Small and Disadvantaged Business
Utilization (OSDBU), has a program to assist minority, woman-owned and
disadvantaged business enterprises to acquire short-term working
capital assistance for transportation-related contracts. Loans are
available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
line of credit is $500,000. Further information on this program is
