The Office Contracts and Procurement, Office of the Chief Financial Officer (OCFO) of the District of Columbia (hereafter "District") seeks expressions of interest from interested and qualified firms or organizations to implement a pilot project on activity based costing (ABC) methodologies within the Office of Tax and Revenue (OTR). The purpose of the pilot project is to (1) develop cost information for certain activities within the District; (2) formulate agency budget based on cost data; and (3) manage the performance, cost, and quality of the services the District provides its citizens. The selected contractor shall train the District staff in ABC concepts, tools and methodologies; determine the hardware and software requirements for ABC; identify and quantify process improvement opportunities related to the examined activities; recommend needed changes to the integrated ABC results into the budget formulation process; and determine whether the final management system being installed is capable of performing ABC or if other software is required.
