R -- COOPERATIVE AGREEMENT TO PROVIDE SUPPORT FOR USAID/GUYANA'S GOVERNANCE AND RULE OF LAW PROGRAM SOL 504-98-001 POC Contact Point: F. The U.S. Agency for International Development (USAID) Mission to Guyana (USAID/Guyana) is soliciting applications from U.S. Private Voluntary Organizations (USPVOs), U.S. universities, or other not-for-profit non-governmental organizations (NGOs) for the implementation of a Results Package to achieve more responsive and participatory governance and rural of law. By the end of this five-year activity, the following results are to be achieved; (1) improved and more informed law and regulation- making, (2) increased capacity to resolve disputes in a timely manner, (3) sustained institutional capacity to conduct free and fair elections, (4) greater civil society influence on public policy, and (5) strengthened local governance. Primary Guyanese partners and customers will be the Ministry of Legal Affairs, the Elections Commission, the Ministry of Local Government, and civil society organizations. The Mission anticipates awarding one Cooperative Agreement with potential sub-agreements with other institutions. It is expected that the Cooperative Agreement will have a 60 months period of performance. RFA NO. 504-98-001 for this requirement will be available on or about August 14, 1998. This award will be based on a full and open competition. The Request for Application (RFA), when issued, will provide the final information on the closing date. USAID intends to release the RFA on or about August 14, 1998 via the internet with complete and comprehensive program description, requirements for applicants and the evaluation criteria for this competitive process. The preferred method of distribution of USAID procurement information is via the Internet of by request of a solicitation on a 3.5" floppy disk (WordPerfect 5.1/5.2 format). The RFA and any future amendments can be viewed and downloaded using the Agency Web Site. The Worldwide Web address is http://www.info.usaid.gov. Select "Business and Procurements". On the following screen, select "Download Available USAID Solicitations". Look under the following directory for the RFA: pub/OP/RFA/50498001/50498001.rfa.
