synopsis/solicitation for a commercial service prepared in accordance
with the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This solicitation is issued as a
Request For Quote (RFQ), solicitation number F0561198T1594. This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-5. The Standard
Industrial Classification Number is 7361 and the business size is
$5.0M. The proposed purchase order is set aside for small businesses.
Women owned small businesses are encouraged to submit quotes. The Air
Force Academy intends to contract for the one-time services of a
Political Science Instructor to design and teach courses in Political
Theory (PS301) and in The Politics of the Judiciary and the Supreme
Court (PS482). ITEM 0001: QUANTITY: 1 JOB. UNIT PRICE/EXTENDED AMOUNT:
$__________. Services to be performed between 0730 and 1630 hours,
Monday thru Friday, during the ten month period 1 AUG 98 through 31 MAY
99. The contractor will work out of an office in the Department of
Political Science (DFPS) and in scheduled classrooms at the USAF
Academy, CO, 80844 (F.O.B. destination). Required work follows: (1) The
contractor will develop a proposed course structure for Political
Theory (PS301) and The Politics of the Judiciary and the Supreme Court
(PS482), to include a syllabus for each course, which will contain a
schedule, course objectives, course policies, texts, and required
readings. Required texts for PS 301 will include Angelo Codevilla's
"The Character of Nations", Plato's "Gorgias", Aristotle's "Politics of
Aristotle", Machiavelli's "The Prince", Hobbes' "Leviathan", and
Rousseau's "On the Social Contract." The contractor shall propose
required readings from these and other works for the effective teaching
of the course. The contractor shall propose required texts and readings
necessary for the effective teaching of PS482. (2) Contractor will
provide instruction consistent with the developed and approved syllabus
for each class. Instruction shall include classroom lectures, during
assigned meeting times, administration and grading of examinations and
papers as required by the syllabus, and availability for additional
individual and/or small group instruction during periods in which the
contractor is not engaged in classroom lectures. (3) The contractor
will provide a course-end report for both courses in accordance with
the standard format in existence within DFPS. (4) During periods of
availability, the contractor will also provide scholarship and
conference counseling support to include counseling and assistance in
applying for post-graduate scholarships and for acceptance to academic
conferences, as required by students. This responsibility also
includes the preparation and delivery by 20 JAN 99 of the DFPS input to
the Graduate Studies Program selection booklet, compiling information
to be used by the government to select students for graduate studies
programs. The booklet shall contain curriculum vitae, transcripts,
letters of recommendation and such other similar information as may be
helpful in making such decisions. The contractor will not be involved
in the decision-making process, but will simply deliver this product,
which will be used by the government to make appropriate decisions.
ALERT: Vendors are strongly encouraged to use the Standard Form 1449 as
the first page of their offer/quote/bid and completely provide the
requested data for all blocks. If you choose not to use the Standard
Form 1449, you are cautioned to complete and provide with your written
offer/quote/bid all the data requested by FAR 52.212-1. Failure to do
so may render your offer/quote/bid as non-responsive and may eliminate
you from consideration for award. The clause at 52.212-1 applies to
this solicitation; however, no addenda apply to 52.212-1. The provision
at 52.212-2Evaluation-Commercial Items applies to this acquisition with
all offers being evaluated against the following factors in decending
order of importance: 1)Technical Capability, 2)Past Performance, and 3)
Price. Technical capability of the proposed candidate shall be
evaluated by determining if he or she possesses a Ph.D. in Political
Science with Subfields in Political Theory and American Politics and
expertise in U.S. Supreme Court. Past Performance will be evaluated to
determine if the offeror has (a) demonstrated experience developing
similar courses to those presently required within the past two years,
as evidenced by authored articles/publications and course materials in
the areas of Political Theory and the U.S. Supreme Court; (b)
experience teaching collegiate students within the past two years as
demonstrated by student critiques, samples of work (video or audio
tapes), letters of recommendation/evaluation, and/or personal
interview; (c) experience advising and mentoring collegiate students as
demonstrated by student critiques, samples of work (video or audio
tapes), letters of recommendation/evaluation, and/or personal
interview. Offerors must provide with the proposal at least three (3)
references to illustrate this past performance for the purpose of
evaluation. References must include name and current phone number of
person providing the critique/evaluation. Technical capability and past
performance will be rated using the following system: 1) Does not meet
the standard (-); 2) Meets the standard (0); and 3) Exceeds the
standard (+). Price will be evaluated for, reasonableness,
completeness, and realism as it relates to the services offered. Award
will be made based on best value to the Government. The offeror who
has the best combination of + and 0 signs on the evaluation scoring and
is considered to be the most advantageous including price to the
Government will be considered the apparent awardee. Offerors shall
include a completed copy of the provision at 52.212-3, Offeror
Representations and Certifications -- Commercial Items, with their
offer. The clause 52.212-4, Contract Terms and Conditions -- Commercial
Items, and the clause at 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders -- Commercial Items
applies to this acquisition. Additional FAR clauses cited in the
clause applicable to this acquisition are: (b) 6, 7, 8, 9. FAR
52.232-19 Availability of Funds for Next Fiscal Year, blanks 30 SEP 98
and 30 SEP 98; and FAR 53.232-33 Mandatory Information For Electronic
Funds Transfer Payment also apply. DFARS 252.204-7004 (Mar 1998) --
