The Naval Air Systems Command (NAVAIR) intends to award an order, on a sole source basis, under Basic Ordering Agreement (BOA) N00019-96-G-0178 to Lockheed Martin Corporation Information Systems (LMIS) for Education and Training Services to provide all services necessary to design/develop, produce, and deliver Consolidated Automated Support System (CASS) Direct Instrument Control System (DICONS) Versions 2.5 and 3.5 to be used by Test Program Set (TPS) Developers, NAMTRA personnel and Fleet personnel at CASS. LMIS is the sole designer, developer, and manufacturer of CASS and is the only known firm with the experience, knowledge, and technical expertise to fulfill this requirement. See Note 22.
