synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. This is a Request for Quotations No.
98-SQ-34-0223 which incorporates all provisions and clauses in effect
through Federal Acquisition Circular No. 97-04. This is a Small
Business Set-Aside, the SIC is 3492 and the small business size
standard is 500 employees. The Bureau of Reclamation, Yuma Area Office,
has a requirement for a 3 (THREE) Check valves which are to be used for
a pump discharge header on a dual media filter sump discharge; and 17
(SEVENTEEN) Automatic Air Release valves which are to be used on a
vertical turbine reverse osmosis pump discharge and reject lines. CHECK
VALVE -- GENERAL REQUIREMENTS: Valve Type -- Double Door, Spring
Closed, Check Valve; SIZE: 16 Inch; Pressure Rating: ANSI Class 150;
End Connections: Wafer Style, Raised Face. QUANTITY: 3 Each. MATERIALS
OF CONSTRUCTION: Wetted parts -- 316 Stainless Steel, including body,
valve check doors, shaft and springs. Seat -- Buna N. OPERATING
CONDITIONS: Location -- Outdoors, temperature range -- 0 to 50 degrees
centigrade; Flow Direction -- Bidirectional; Fluid -- Water, Specific
Gravity 1.0, pH range 7 to 8, total dissolved solids 3000 mg/L.
Maximum Operating Pressure & Diffential -- 50 psi; Maximum Operating
Temperature -- 40 degrees centigrade. AUTOMATIC AIR RELEASE VALVE --
GENERAL REQUIREMENTS: Valve Type -- Automatic Air Release GA Industries
Model No. 922H or equal; SIZE: 2 Inch; Pressure Rating: ANSI Class 300;
End Connections: Flanged ANSI Class 300 inlet, Screwed, flanged, or
cowled outlets are acceptable. DISC SEAL: Buna N or simialr; ORIGICE
SIZE; 3/16 Inch; QUANTITY: 17 Each; MATERIALS OF CONSTRUCTION: Wetted
Parts -- 316 Stainless Steel -- includes body, cover, float, levers,
and orifice. OPERATING CONDITIONS: Location -- Outdoors; Temperature
Range -- 0 to 50 degrees centigrade; Fluid -- Water, Specific Gravity
1.0, pH Range 4 to 5, total dissolved solids 3000 mg/L. Maximum
Operating Pressure & Differential -- 500 psi. CHECK/AIR RELEASE VALVE
APPLICABLE STANDARDS: The latest edititon of the following standards in
effect at the date of order, shall form a part of this specification to
the extend they are applicable to the valves specified -- American
National Standards Institute (ANSI) -- ANSI B16.10 Valves, Face to Face
Dimensions -- ANSI B16.5 Pipe Flanges and Flanged Fittings -- ANSI
B16.34 Valve Design, Manufacturer's Standardization Society (MSS) of
the valve and Fittings Industry SP-25 Standard Markings for Valves,
Fittings, Flanges, and Unions. DESIGN: Manufacturer shall provide
commercially available valves suitable for the above described service.
The valve shall not contain asbestos materials. The pressure and
temperature ratings of the valves shall comply with ANSI B16.1, B16.5,
and B16.34 (for Check Valves) and B16.34 and B31.1 (for Air Release
Valves). CHECK/AIR RELEASE VALVE SHOP TESTS: Manufacturer shall perform
tests and inspections as required to assure that the valves meet the
requirements of this specification. Specific tests on the supplied
valves are not required if the data is available and can be furnished
for the same make, model, and size of valve. CHECK/AIR RELEASE VALVE
MARKING: Valves shall be marked with a stainless steel identification
place in accordance with MSS-SP-25. CHECK/AIR RELEASE VALVE
DOCUMENTATION REQUIRED: The following data shall be supplied with the
bid documents for technical evaluation in such detail that the
Government can determine the proposed product meets the general
requirements: Manufacturers catalog cuts and other documentation
showing the valve, model, materials of construction, and outline
dimensions -- Chart of coefficients -- Three (3) sets of the following
data shall be supplied not later than with the shipment of the valves
-- and spare parts list. DELIVERY: FOB is DESTINATION. Delivery of the
valves is desired within 16 weeks after receipt of order; however,
alternate delivery timeframes will be considered. Delivery shall be
made to Bureau of Reclamtion, Yuma Area Office, 7301 Calle Agua Salada,
Yuma AZ 85364. The deadline for receipt of quotes is July 24, 1998,
4:15pm local time. Responses to this RFQ should be mailed to Bureau of
Reclamation, Yuma Area Office, Attn: 3120, P O Box D, Yuma AZ 85366.
All responsible sources may submit a bid which shall be considered by
the agency. Provision 52.212-1 Instruction to Offerors -- Commercial
applies; Provision 52.212-2 Evaluation -- Commercial Items, Evaluation
will be based on lowest priced technically acceptable product offerred
by a responsible vendor. Provision 52.212-3 Offerors Representation and
Certification -- Commercial Items -- a complete copy of this provision
shall be required with the bid. Clause 52.212-4 Contract Terms and
Conditions -- Commercial Items applies with no addenda to the clause.
Clause 52.212-5 Contract Terms and Conditions Required to Implement
Statutes or Executive Orders -- Commercial Items applies and the
following clauses are applicable: Nos. 6, 7, 8, 9, and 10. NO DPAS has
been set. Award will be made to the responsible offeror that provides
a technically acceptable product at the lowest price. The offeror
shall provide descriptive literature that demonstrates the products
ability to meet the minimum requirement of the specifications. SEE
