Norris, (619)553-4331. The Space and Naval Warfare Systems Center San
Diego (SSC-SD) intends to negotiate, on an unrestricted full and open
competitive basis, a hybrid firm fixed price and time and materials,
delivery order contract in accordance with FAR Part 15 for the
following commercial items and repair services: THERMAL IMAGING SENSOR
SYSTEMS (TIS) AND REPAIR SERVICES. The Space and Naval Warfare Systems
Center (SPAWAR SYSCEN) San Diego has been tasked with acquisition of
Commercial-Off-the-Shelf (COTS) Thermal Imagery Sensor (TIS; i.e. the
System) equipment in support of the Mobile Sensor Platform (MSP)
operational requirements within the Mobile Inshore Undersea Warfare
System Upgrade (MIUW-SU) program. The System is intended to be mounted
and transported in an exposed (to the weather) position on a pan/tilt
mechanism that is in turn mounted on an off-road type vehicle.
Operations will be conducted in all types of weather conditions ranging
from desert heat to tropical monsoon rains to arctic sleet, snow and
freezing conditions. The primary purpose of this system is the
classification and identification of contacts detected by radar at
ranges up to 4 miles. A secondary purpose can be search and detection.
Operation is by computer control with display at local or remote
sites. The System shall be a compact, lightweight, rugged and
weatherproof unit suitable for transport and use on a mobile, off-road
vehicle-based platform in all weather conditions from the high arctic
to tropical and desert environments. Both cooled and uncooled TIS
systems will be considered. Initial acquisition is anticipated to be 7
Systems. 15 additional Systems may be acquired by delivery orders over
a five year period. Additionally, the contractor shall be required to
conduct repairs on the Systems which have been delivered to the
government. The repair services will consist of the provision or
fabrication of a replacement part, or repair/ refurbishment of a broken
part or entire system that has been sent to the manufacturer by the
government. Repair services will be conducted at the manufacturer's
facility. The solicitation document will contain further information.
The solicitation document will be issued approximately on 3 August
