Contracting Officer The National Cancer Institute plans to procure two
Gene Chip Expression Analysis Systems from Affymetrix Inc., 1145
Sonora Court, Sunnyvale, CA 94086. This is a combined sole source
synopsis/solicitation for Commercial Items prepared in accordance with
the format in the Federal Acquisition Regulation (FAR) 12.6, as
supplemented by additional information included in this notice. This
announcement constitutes the only solicitation and a separate written
solicitation will not be issued. RFQ80156 is issued as a request for
quotation. This acquisition is set-aside for small businesses. The
Standard Industrial Classification Code is 3826 and the business size
standard is 500. Requirement: Each system shall be individually capable
of the following: 1. Shall combine solid phase chemical synthesis with
photo lithographic fabrication techniques. 2. Shall be capable of
scanning high density arrays of sequences which can be accessed
simultaneously through automated con-focal argon laser interrogation.
3. Shall include image processing software capable of processing
information from the high density arrays in 30 minutes or less. 4. The
software shall be able to gather experimental information from the
operator through dialog boxes. 5. The software shall be able to
generate real-time image of fluorescence intensity information from the
probe array and store it in a raw data file. 6. Shall have the
capability to probe arrays with as many as 400,000 different probes. 7.
Shall be able to scan a 1.28cm X 1.28cm probe array labeled with a
single dye in 5 minutes. 8. The software shall automate the control of
both the scanner and the fludics station. 9. The software shall
acquire and average hybridization intensity data as well as print
image, sequence and report files. 10. The Contractor shall provide a
year 2000 warranty for each hardware, software, and firmware product
delivered under this contract. The Contractor shall be able to
accurately process date data (including, but not limited to,
calculating, comparing, and sequencing), from, into, and between the
twentieth and twenty-first centuries and the Year 2000 and leap year
calculations. Nothing in this warranty shall be construed to limit any
rights or remedies the Government may otherwise have under this
contract with respect to defects other that Year 2000 performance. This
notice of intent is not a request for competitive proposals, and
Affymetrix Inc. is the only known source to NCI that can meet the
requirement. However, all responsible sources that believe that they
can meet the requirement may submit offers. All offers must be received
in the Contracting Officer on or before July 27, 1998 at 10:00AM EST.
(Within 17 days days after the date of pubication). Two purchase orders
(one for each system) will be issued based on this solicitation.
Delivery shall be FOB Destination or FOB Origin with transportation
insurance provided by the vendor with inside delivery within 90 days
after receipt of order. One system shall be delivered to Advanced
Technology Center/NCI Sequencing & Genotyping Facility, 8717 Grovemont
Center, Gaithersburg, Maryland 20877 and the other system shall be
delivered to NIH, 9000 Rockville Pike, Building 41, Room B403,
Bethesda, Maryland 20892. The Government will reimburse the vendor for
transportation if its standard commercial terms are FOB Origin. This
solicitation and the incorporated provisions and clauses are those in
effect through Federal Acquisition Circular 97-05 This solicitation
incorporates the provisions at FAR 52.212-1, INSTRUCTIONS TO OFFERORS-
COMMERCIAL ITEMS and at FAR 52.212-3, OFFEROR REPRESENTATIONS AND
CERTIFICATIONS -- COMMERCIAL ITEMS. The latter provision includes the
DUNS NUMBER ADDENDUM. The resulting contract will incorporate the
requirements of the clause at FAR 52.212-4, CONTRACT TERMS AND
CONDITIONS -- COMMERCIAL ITEMS, and the requirements contained in
paragraphs (a) and (d) of the clause at FAR 52.212-5, CONTRACT TERMS
AND CONDITIONS REQUIRED TO IMPLEMENT STATUES OR EXECUTIVE ORDERS
COMMERCIAL ITEMS-DEVIATION FOR SIMPLIFIED ACQUISITIONS. The contract
will also incorporate the following FAR clauses cited in paragraphs (b)
and (c) of the latter clause: FAR 52.222-26, EQUAL OPPORTUNITY; FAR
52.222-35, AFFIRMATIVE ACTION FOR SPECIAL DISABLED AND VIETNAM ERA
VETERANS; FAR 52.222-26, AFFIRMATIVE ACTION FOR HANDICAPPED WORKERS;
FAR 52.222-37, EMPLOYMENT REPORTS ON SPECIAL DISABLED VETERANS AND
VETERANS OF VIETNAM ERA,; and FAR 52.225-3, BUY AMERICAN ACT --
SUPPLIES. Full text copies of these representations and certifications
or other cited provisions and clauses may be obtained from Marsha
Gorham on (301)402-4509. Affymetrix is the only source known to NCI
that can meet the above requirement. However, if any interested party
believes it can meet the above specifications it may submit an offer.
Offers must be submitted in writing on an SF 18 or SF 1449 with a
completed Schedule of Offered Supplies/Services. Offers must be
accompanied by a completed Representations and Certifications
Commercial Items, with DUNS Number addendum, signed by an authorized
representative of the offeror. Offers must also be accompanied by
descriptive literature, warranties, and/or other information that
demonstrates that the offeror meets the foregoing requirements. The
contract will be awarded to the offeror with the lowest- price offer
that fully meets the requirements of the solicitation. Submit offers to
