The Environmental Protection Agency, Region 6, Dallas, Texas, intends to issue a procurement for on-line data services. This service shall allow access to online data bases through the Continental United States and it's Territories. This service must be able to identify persons by historical addresses, birth dates, social security numbers, driver's license numbers, vehicle registration, real property and personal property, county registered voters records, county, state, and national death records, state contractor/professional licenses, county, state, and federal civil lawsuits, bankruptcy information, UCC liens and judgements, Dun and Bradstreet Reports, and state/national ownership of corporate stock/aircraft/water craft. This service must be able to identify companies by company business names (D.B.A. filings); names and addresses of officers, executives, and related proprietor; secretary of state corporate information; state contractor/professional licensing files, county, state, and federal civillawsuits; bankruptcy information; UCC, liens and judgements; Dun and Bradstreet Reports; state/national information regarding ownership of significant corporate stock/aircraft/water craft. Data search must allow for searches by business names, D. B. A. name, state ID number, and executive name, current and historical mailing address, and current and last known telephone numbers. Data search must allow for commercially owned vehicles/aircraft/ watercraft to be searched by identification numbers and vehicle license. Data search must allow for commercial real property to be searched by owner, grantee name, seller grantor name, and property street address. The document retrieval service must be able to provide certified and non-certified copies of recorded public documents for all fifty states in the United States, from the District of Columbia, from Puerto Rico, and from the U. S. Virgin Islands, and bankruptcy records from all jurisdictions of U. S. Bankruptcy Courts and Federal Records Centers. The document retrieval must be able to obtain and summarize into title trees, title documents that identify current and historical owners of real properties located within any state in the United States, within the District of Columbia, within Puerto Rico, and within the U. S. Virgin Islands. The contractor shall provide access to all these public records via internet or via any access that is compatible with Region 6's existing computer network. Posted 07/10/98.
