A -- THEATER AIR AND MISSILE DEFENSE SYSTEMS ENGINEERING AND INTEGRATION SUPPORT SOL HQ0006-95-C-0018 POC POC: Mr. Marc Lesser, (703) 604-4242, CBD Reference Number BMDO 98-10 The Ballistic Missile Defense Organization (BMDO) intends to award a sole source contract modification to TRW, Inc., Systems Integration Group, to modify the existing Theater Missile Defense (TMD) Systems Integration & Interoperability (SI&I) Theater Ballistic Missile Defense (TBMD) Family of Systems (FoS) Program under Contract HQ0006-95-C-0018. The modification will add Theater Air and Missile Defense (TAMD) Systems Engineering & Integration (SE&I) efforts. TAMD expands the existing TMD TBMD FoS mission to include defense against air-breathing threats. The FoS is the integration of the Services' TAMD systems to provide the Commander-In-Chief's with fully integrated TAMD capabilities that can be readily tailored to the specifics of each theater's TAMD threat. The competitively TRW awarded basic contract included integration & interoperability (I&I) of all TMD systems (ballistic and air breathing), but required detailed documentation development for only TBMD. BMDO now requires documentation development of full TAMD systems. As such, BMDO has an immediate need to conduct SE&I activities for the purpose of developing, defining, and documenting TAMD system requirements for a TAMD FoS. TRW (in addition to basic SI&I efforts), will develop a TMD FoS System Requirements Document (SRD), a TMD FoS Program Plan, and a TMD Test and Evaluation Master Plan (TEMP). The SRD will provide a bridge between the Capstone Requirements Document (CRD) and the FoS Integrated Test Plan (ITP), flowing CRD requirements to 2003-era and 2010-era TMD/TAMD FoS system requirements and providing requirements traceability from the CRD to the ITP. The TMD FoS Program Plan will include an integrated management plan for TMD FoS integration and interoperability. Efforts will include developing the detailed documentation of the baseline system of the TAMD FoS. From these documents, a coherent and documented path to achieve overall FoS integration will be built and explicitly documented, allowing traceability ofthreats and requirements. The TMD TEMP will document critical technical issues and critical technical parameters used as the basis of the FoS test program. TRW is uniquely qualified to perform this effort based on its last three years of I&I systems engineering work in TMD FoS. TRW has provided SI&I effort while continuing to gain unique technical knowledge and experience in Ballistic and TMD design, interface requirements, operating procedures, and integration. The services required to satisfy this new requirement is highly specialized and tightly interwoven with the SI&I services currently being provided by TRW. No other source can meet this requirement in a timely manner without extensive duplication of effort and cost without the intimate knowledge of, and experience garnered under the current efforts.
