Warren AFB, WY, Malmstrom AFB, MT, Patrick AFB, FL, Peterson AFB, CO and Vandenberg AFB, CA. The period of performance is 1 April 99 through 31 Mar 00 with four option years. The A-76 study will result in a contract provided a responsible offeror's proposal is technically acceptable and is a cost effective lower price than the government's most efficient organization proposal along with the offeror having an acceptable past performance rating. The Past Performance Trade-Off technique will be utilized in this acquisition. This is a total small-business set-aside under SIC code 8231 with a size standard of $5M. The contractor will be responsible for managing small to medium size, fully automated libraries. These libraries serve populations ranging from 17,000 to 30,000. The populations are composed of active duty and retired military personnel and their families, Department of Defense civilians, and approved contractors. Their circulation's average from 54,000 to 200,000 items/year. The library collections range from 39,000 to 64,000 books, periodicals, audiovisuals, CD-ROMS, software, microforms, and technial reports.
