A-76 COST COMPARISON NCTC GUAM BCO PWS REVIEW A-76 COST COMPARISON STUDY OF THE NAVAL COMPUTER AND TELECOMMUNICATIONS COMMAND (NCTC), GUAM BASE COMMUNICATION OFFICE (BCO). An A-76 cost comparison study is being conducted on the NCTC Guam BCO in accordance with the OMB Circular A-76 Cost Comparison procedures. The contractor shall provide Base Level Information Infrastructure (BLII) services for the NCTC Guam BCO. Services are to include all functions associated with the administration, installation, operation, maintenance and provisioning of the telecommunication network. The BLII is comprised of the systems and telecommunications equipment of the Defense Systems Network (DSN), the Multifunction Switch (MFS) and the Guam Navy Metropolitan Area Network (MAN). The draft Performance Work Statement (PWS) will be located on the Internet at the following address http://www.nctamspac.navy.mil/~n211/index.html under Commercial Activity/Quality Assurance Division-N24, PWS Guam from 15 July 1998. Comments on the draft PWS are requested to be submitted by 31July 1998 to the following Fleet and Industrial Supply Center, Pearl Harbor (FISCPH) e-mail address a76_studies@pearl.fisc.navy.mil or sent via facsimile to FISCPH Attn: Susan Afuso at (808) 471-5750. It is requested that all interested parties submit with their comments the following information: company name, address, telephone and facsimile numbers, e-mail address, point of contact and business size. The Government will consider all comments received and revise the PWS periodically, as necessary, but will not provide individual responses to the comments.
