220-7423 The Contractor shall provide all labor, material, equipment,
transportation, permits, mobilization and demobilization for the
Seismic Upgrade of Hangar III and the construction of the North
Addition to Building N-1, Base Bid. There are four Optional Bid Items:
(1) the construction of a 150'x35' Vehicle and Storage Building; (2)
the construction of an additional 120'x 35' extension to this same
Vehicle and Storage Building; (3) the construction of the South
Addition to Building N-1; and (4) the demolition of Building 28. The
Seismic Upgrade of Hangar III includes asbestos & lead paint abatement,
soils excavation, pile driving, interior demolition, industrial
cleaning, concrete pouring, steel fabrication, high bay welding, new
stairwells and gypsum wallboard, electrical and mechanical re-locations
and installations. The North Addition to N-1 includes the excavation,
concrete slabs, a pre-engineered metal building with a concrete
mezzanine, a built-up roof, gypsum wallboard, steam-air-water-vacuum
exhaust systems, electrical distribution and asphalt paving site work.
Vehicle and Storage Building includes excavation, wood building
demolition, a concrete slab, a pre-engineered metal building with a
concrete mezzanine, a gabled metal roof, gypsum wallboard, and
electrical distribution. The South Addition to N-1 includes the
excavation, concrete slabs, a pre-engineered metal building, a built-up
roof, oily water separator, steam heat, water, electrical distribution
and asphalt paving site work. The demolition of Building 28 includes
asbestos and lead paint abatement, steel, concrete, and wood building
demolition and site fill for grade leveling. SIC Code 1541. The IFB
will be available on or about 29 July 1998, with an anticipated Bid
Opening Date of 1 September 1998. There is a $25.00 NON-REFUNDABLE
charge for each set of plans and specifications. To obtain plans and
specification you may send a company check, certified check, cashier's
check or money order accompanying your request, payable to the U.S.
Coast Guard. REQUESTS ACCOMPANIED WITH A PERSONAL CHECK WILL NOT BE
HONORED. You may also CHARGE your request to a VISA OR MASTERCARD
Credit Card, by requesting a credit card authorization payment form
from the POC listed above. Please include in your request: 1) Point of
contact; 2) Complete company name and mailing address; 3) telephone
number; and 4) fax number. Plans and specifications will be available
approximately 29 JULY 1998, and must be requested in writing. All
responsible sources may submit a bid, which shall be considered by the
agency. THE FOLLOWING IS FOR INFORMATIONAL PURPOSES TO QUALIFIED
BIDDERS: The Department of Transportation (DOT), Office of Small and
Disadvantaged Business Utilization (OSDBU), has programs to assist
minority, women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, payment, and performance bonds up to
$1.0 million per contract. The DOT provides an 80 percent guaranty on
the bond amount to a Surety against losses. Loans are also available
under the DOT Short Term Lending Program (STLP) at prime interest rates
to provide accounts receivable financing. The maximum line of credit is
