shall provide all labor, materials and equipment necessary to replace
underground, high voltage cable and switchgear in Pine Valley Military
Family Housing loops 460/470. This project includes, but is not
limited to, alterations to seven site electrical manholes HN-6B through
HN-6H; removal of existing cables and equipment; modification of
existing manholes; providing new equipment, electrical medium voltage
cables, and concrete-encased conduit; and switching, loading and
sequencing of existing loads between feeders while performing the
modification work. Contract type will be firm fixed price. The
performance period is 30 days administrative time and 150 days on-site.
The estimated construction magnitude is between $250,000 and $500,000.
Funds are not presently available for this project. It is our intent
to award this project prior to 30 Sep 98 if Fiscal Year (FY) 1998 funds
become available. Otherwise, the project will be awarded when FY 1999
funds become available, or a continuing federal budget resolution is
passed by Congress, but no later than 29 Nov 98. The resultant
contractor will be permitted storage on-site in a pre-designated
contractor storage yard. Responsible sources may request this

facsimile numbers. The applicable SIC code is 1731 and small business
size standard for this solicitation is one where the average annual
receipts of the concern and its affiliates for the preceding three
fiscal years does not exceed $7 million. This solicitation is being
competed as unrestricted IAW the Small Business Competitive
Demonstration Program. Bids will be evaluated in accordance with DFARS
252.219-7008 entitled "Notice of Evaluation Preference for Small
Disadvantaged Business Concerns-Construction Acquisitions-Test
Program". The solicitation is tentatively scheduled for issuance on or
about 24 Jul 98. Women-owned and small disadvantaged business concerns
are encouraged to submit offers. Copies of this solicitation are
limited to 75 and priority issuance of the solicitation will be to
those contractors who identify themselves as "PRIME" contractors on a
first come basis. Concerns may review the solicitation at this address
(by appointment) or local plan rooms if copies are no longer
