The United States Operations Command intends to extend the period of performance for the Multi-Mission Advanced Tactical Terminal (MATT) Production contract MDA911-93-C-0008 with AlliedSignal Inc, Baltimore, MD through 30 Sep 99 without an increase in the original anticipated contract quantities. The contract extension is being implemented in order to procure no more than 72 MATT systems, spare parts and IBS Retrofit Kits necessary to complete on going aircraft installations and to provide interim logistic support. This action will be accomplished under the authority of 10 U.S.C. 2304(c)(1)and FAR 6.302-1 since procuring such a low quantity of highly sophisticated, complex, microminaturized, aircraft qualified, satellite communications terminals would result in a substantial duplication of cost to the government that is not expected to be recovered through competition, and unacceptable delays would be incurred in fulfilling Special Operations Forces requirements.
