synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with addtional information
included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY
SOLICITATION; A WRITTEN SOLICITATION WILL NOT BE ISSUED. Federal Prison
Industries intends to enter into definite delivery definite quantity
firm fixed price contract. This is a Sole Source requirement with
Thermopatch Corporation, 2204 Erie Boulevard East, Syracuse, NY 13224
for Thermo-Seal Temporary Identification Machines. Solicitation number
is 1PI-R-1119-98.The solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquistion Circular
90-42. Item descriptions is as follows: Five (5) each Thermo-Seal
Temporary Identification Machines to include 11 dozen T84635 Thermoseal
rolls, 11 each RC140-15 Ink Ribbon Cartridges, 2 boxes
Thermo-Flag-01Tags, 2 each 20015-20 fuses, 2each DH-2922 Shear Oil, 6
each DH-3187 sealing plate and 1 each DH-Jiffy (Tube).These machines
are used to tag and mark 95% of the clothes being washed in the laundry
on a daily basis. This temporary identification system would increase
production due to speed of the machine and it would reduce sorting
errors.The color coding tags make sorting easier. The clothes can be
sorted into movable transporters or numbered rail clips right off the
folder or finishing unit, thus reducing the amount of labor required.
Labels print clearly, adhere firmly, yet peel off easily. Label length
can be adjusted. Tape is available in eleven (11) solid colors, and
allows combination color code with printed code. Tape adheres to
cottons, polyester/cotton blends, loose weave polyester, and wools. The
ink ribbon cartridge prints sharply and clean. Printing stays clear and
legible through laundering, drycleaning, and finishing operations. The
specifications for the machines are as follows: Electrical: 3.6 AMPS
at 110/120V,50/60 HZ; 4.0 AMPS at 100V, 50/60V; 1.8 AMPS at 220/240V,
50/60 HZ. Air .1 CFM at PSI, .05 LIT/SEC at 4.1 BARS. Dimensions 17.3"W
X 14.5" D X 14.5" H, 43.9CM W X 36.8CM D X 36.8CM H. Net weight 75
lbs., 34KG. Gross weight 85lbs, 38.5 KG. CU. Dimensions 9.5 CU. FT., .3
CU Meters. Machine can be linked to host computer. Prints, cuts, and
seals in one operation. It meets CE standards and no solvents required.
Machines have a 90 day warranty from date of purchase; specification
manual, and set-up & training. The required delivery is thirty (30)
calendar days after contract award. Delivery is FOB Destination to
UNICOR, LaTuna, Texas Highway 20, Anthony, Texas 79821. This is not a
request for competitive proposals. Interested offerors may submit a
proposal which will be considered by this agency; however, a
determination by the government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
the Government. The provision of FAR 52.212-1, Instruction t Offerors
-- Commercial applies to this acquistion, FAR clause 52.212-2,
Evaluation -- Commercial Items is applicable. Evaluation criteria are
as follows: Price, Delivery, and Technical. The offeror shall submit
signed and dated offer on Company letterhead stationary to UNICOR,
Federal Prison Industries, Inc., Material Management Branch, 320 First
Street, NW, Washington, DC 20534, Attention: Alice Calabro. Facsimile
offers are acceptable at 202/305-7363. FAR clause 52.215-18, Facsimile
Proposals is applicable. Offers must be received no later than
Wednesday, August 05, 1998, 1:00pm ET. The proposal must include the
company name, address, telephone number, tecnical description of the
item(s) being offered in sufficient detail to evaluate compliance with
requirements in the solicitation, price, a completed copy of
Representations and Certifications in FAR 52.212-3, Offeror'
Representations and Certifcations-Commercial Items, and acknowledgement
of all amendments, if applicable. Offeror will hold prices firm for 60
days from date specified for receipt of offer. Offers that fail to
furnishrequired representations and certifications or reject the terms
and conditions of the solicitation may be excluded from consideration.
FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items
applies to this acquistion. FAR clause Contract Terms and Conditions
Required to Implement Statutes or Executive Order-Commercial Items
applies. A written notice of award or acceptance of an offer mailed or
otherwise furnished to to the successful offer within the time for
acceptance specified in the offer shall result in a binding contract
without further action by either party. Before the offer specifed
expiration time, the Government may accept an offer or part of an offer
after its rceipt unless a written notice or withdrawal is received
