includes all labor, materials, equipment, and facilities for the
manufacture, assembly, testing, marking, packaging and shipping
necessary to furnish ten (10) each 3.5-inch nominal mooring chain shots
with the option to purchase additional chain shots in quantities of ten
(10). This chain is for mooring Navy vessels and is not intended for
shipboard anchor chain use. The chain shall meet all of the
requirements of the applicable federal specifications and military
standards. Due to the highly technical and critical nature of the
project, all offerors will be required to submit a technical proposal,
a cost proposal, and past performance information. Award shall be made
to the responsible, technically acceptable offeror with the lowest
price. The Technical Factors include Current certification for the
manufacture, assembly, testing and marking of mooring chain in
accordance with either American Bureau of Shipping (ABS), American
Petroleum Institute (API), or Det Norske Veritas (DNV); Mooring Chain
Description/Performance; Quality Control Plan, Testing and Inspection;
Chain Identification Marking; and Delivery Schedule. All technical
subfactors are equal in importance. Requests for the solicitation may
be mailed to Naval Facilities Engineering Command Contracts Office,
WNY, Bldg. 218, 901 M Street, SE, Washington, DC 20374-5063 or sent via
facsimile by using (202) 433-5244. Contractors within the local area
are encouraged to pick up a copy of the solicitation at Bldg. 218
(third floor) of the WNY between the hours of 0730 and 1500,
Monday-Friday. There will be no charge for these documents, however,
there will only be one set issued per contractor. The solicitation will
be available approximately fifteen days after this notice appears in
the Commerce Business Daily. The proposal due date shall be thirty days
after the solicitation is made available to the public. The projected
award date is September 1998. Proposals should be submitted to the
