This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). VERTICAL MACHINING CENTER meeting the following minimum requirements. A. Scope This purchase description covers a standard off-the-shelf floor model, vertical machining center with a PC Based CNC control. B. Requirements 1. Interchangeability: To provide for replacement of worn parts, all parts bearing the same part number shall be functionally interchangeable, and shall be dimensionally identical within the manufacturing tolerance limits in use by their manufacturer. 13. Casting and Forgings: All castings and forgings shall be free of defects, scale, and mismatching. Processes such as welding, peening, plugging, or filling with solders or metallic paste shall not be used for reclaiming any defective part for use in the machine. 14. Welding, Brazing, or Soldering: Welding, brazing, or soldering shall be employed only where specified in the original design. None of these operations shall be employed as a repair measure for any defective part. 15. Fastening Devices: All screws, pins, bolts, and similar parts shall be installed in such a manner as to prevent change of tightness. Those subject to removal or adjustment shall not be swaged, peened, staked, or otherwise permanently deformed. 16. Surfaces: All surfaces of castings, forgings, molded parts, stampings, and welded parts shall be cleaned and free from sand, dirt, fins, sprues, flash, scale, flux, and other harmful or extraneous materials. All edges shall be either rounded or beveled unless sharpness is required to perform a necessary function. Except as otherwise specified herein, the condition and finish of all surfaces shall be commensurate with the manufacturer s standard commercial practices. 17. Safety: The machine must comply with Occupational Safety and Health Act. C. Control system shall have the following features as a minimum: 1. Diagnostic Syncogram Display provides a logic-analyzer type of variable trigger and timebase as a timing diagram for finding faults on sequential mechanisms 5. Startup History Display 6. Alert History Display 7. Documentation I. Documentation: Two sets of the following manuals shall be provided. One set must be provided 8 weeks before delivery of machine and the other must be provided with the machine. Operators Manuals; containing instructions for proper operation of the machine and control. Machine Maintenance Manual; containing machine specifications, functional diagrams, machine repair procedures, machine adjustments, and a recommended spare parts list. Part Programming Manual including programming and tape preparation instructions shall be provided. Control maintenance manual; including troubleshooting procedures to be used with test program and recommended spare parts list. Control manual for installation and troubleshooting of floppy drive, keyboard, pointing device, and local area network connections. In addition to the manuals, drawings for floor plan, general assembly, electrical, hydraulic, pneumatic and lubrication diagrams must be provided 30 days prior to shipment of machine. One set of drawings shall be provided 8 weeks prior to delivery for foundation provisions. J. Training: Training at the vendor s plant for 4 persons on operation of the machine and control system will be included in the price of the machine. Training will enable the students to identify and perform advanced machine operations at the control console. Control adjustment procedures, including preventative maintenance techniques, troubleshooting procedures, and modules and/or part replacement techniques will be included. Additionally, the installation engineer will provide informal operator training during and/or after the installation process. The formal training class shall be available up to 12 months after installation of the machine. K. Acceptance: 1. The supplier will be responsible for the performance of all inspection requirements as specified herein. Except as otherwise specified in the contract or order, the supplier may use his own or any other facilities suitable for the performance of the inspection requirements specified herein, subject to approval by the Government prior to award. The Government reserves the right to perform any of the inspections deemed necessary to assure supplied and services conform to prescribed requirements. Final acceptance shall be performed at MSFC. 2. Quality conformance inspection shall be appliedto each item prior to being offered for acceptance under the contract. Failure of the items to pass any examination or test shall be cause for rejection. 3. The machine and equipment shall be examined for design, construction, materials, components, electrical equipment, and workmanship to determine compliance with the requirements. L. Installation: The Government will be responsible for basic machine installation including anchoring and power connection. The supplier will be responsible for inspection and checkout as specified in paragraph J, Acceptance. M. Accuracy and repeatability of the profiling and contouring machine and its control system shall comply with the values stated within this specification and shall be demonstrated to the Government for the square, circle and diamond test within 30 days after installation at the Government facility. N. Warranty: All items delivered under this contract/purchase order shall be warranted by the manufacturer s standard warranty. After the warranty is up, telephone technical consultation shall be provided at no cost to the Government. O. Vendor Experience and certification: The manufacturer of this machine must demonstrate a proven performance that the above specifications can be met through proven experience. The provisions and clauses in the RFQ are those in effect through FAC 97-04. This procurement is a total small business set-aside. See Note 1. The SIC code and the small business size standard for this procurement are 3541 and 500 employees, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to MSFC is required within 30 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above may be mailed or faxed to the identified point of contact [or bid distribution office, by the date/time specified and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Standard_Forms/Index.html to submit a quotation. Quoters shall provide the information required by FAR 52.212-1 with exception of (d), (h), and (i). If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin.
