synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). Fabricate and
deliver lightweight graphite/polycyanate ester composite reflectors as
follows: 1. Fabricate one each of a prototype lightweight composite
retroreflector and four each production retroreflectors. The prototype
will be used to develop fabrication processes and to demonstrate
compatibility with the design requirements prior to fabricating the
four production retroreflectors. 2. The retroreflectors shall be
fabricated from low coefficient-of-thermal- expansion (CTE) composite
laminates. The retroreflectors shall consist of flat laminates bonded
together to form three mutually perpendicular reflector surfaces.
Separate stiffening ribs shall be bonded to the back surface of the
reflector to provide additional stiffness as required to minimize
distortion and to provide an interface for the attachment fitting. 3.
A small threaded (#1/4-20NC thd. x 1/4 deep) invar mounting fitting
shall be bonded to the back of the reflectors. Concentricity of the
retro apex with respect to the optical axis will be less than 0.020
inches. 4. The reflector shall use nickel plating as a moisture
barrier. Each reflecting plate shall be coated with a protected
reflecting coating that provides a reflectance of at least 90% over the
spectral region of 2-14 microns. 5. Performance goals for the completed
retros shall be as follows: Clear aperture -- 2 inches Surface error --
lambda/4 RMS (@0.632 microns) Angular error -- < 2 arc sec Surface
finish -- 60/40 scratch/dig 6. Performance goals shall be verified on
the completed retroreflectors. Performance testing at room temperature
is acceptable. 7. Minimization of mass shall be the primary goal of
this effort. 8. Period of performance shall be 4 months. Informal
written monthly progress reports shall be a deliverable. The provisions
and clauses in the RFQ are those in effect through FAC 97-04. This
procurement is a total small business set-aside. See Note 1. The SIC
code and the small business size standard for this procurement are 3827
and 500, respectively. The quoter shall state in their quotation their
size status for this procurement. All qualified responsible business
sources may submit a quotation which shall be considered by the agency.
Delivery to LaRC is required within 4 months ARO. Delivery shall be FOB
Destination. The DPAS rating for this procurement is DO-C9. Quotations
for the items(s) described above may be mailed or faxed to the
identified point of contact [or bid distribution office, by the
date/time specified and include, solicitation number, FOB destination
to this Center, proposed delivery schedule, discount/payment terms,
warranty duration (if applicable), taxpayer identification number
(TIN), identification of any special commercial terms, and be signed by
an authorized company representative. Quoters are encouraged to use the
Standard Form 1449, Solicitation/Contract/Order for Commercial Items
form found at URL:

quotation. Quoters shall provide the information required by FAR
52.212-1. Please note that payments are to be made by electronic funds
transfer, accordingly, you must provide the mandatory information for
electronic funds transfer with your representations and
certifications. Failure to provide this information may delay or
prevent the receipt of payments through the Automated Clearinghouse
Payment System. If the end product(s) quoted is other than domestic end
product(s) as defined in the clause entitled "Buy American Act --
Supplies," the quoter shall so state and shall list the country of
origin. The Representations and Certifications required by FAR 52.2l2-3
may be obtained via the internet at URL:

52.225-18 Quotations are due by close of business July 28, 1998 to the
address specified above. Selection and award will be made (on an
aggregate basis) to the lowest priced, technically acceptable quoter.
Technical acceptability will be determined by information submitted by
the quoter providing a description in sufficient detail to show that
the product quoted meets the Government's requirement. Quoters must
provide copies of the provision at 52.212-3, Offeror Representation and
Certifications -- Commercial Items with their quote. See above for
where to obtain copies of the form via the Internet. An ombudsman has
been appointed -- See Internet Note "B". It is the quoter's
responsibility to monitor this site for the release of amendments (if
any). Potential quoters will be responsible for downloading their own
