SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL
INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. SOLICITATION NUMBER 53SBNB860107 IS
BEING ISSUED AS A REQUEST FOR QUOTATION (RFQ) USING SIMPLIFIED
ACQUISITION PROCEDURES. Incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-04. This acquisition
is set aside 100% for small business. The SIC code is 5045 and the
related small business size standard is 100 employees. The National
Institute of Standards and Technology's (NIST's) Information Technology
Laboratory has a requirement for an AltaCluster, Alta Technology Part
No. ACS/08-P400 or equal. The Contract Line Item Number (CLIN),
quantity, and unit issue are as follows: CLIN 0001, AltaCluster
ACS/08-P400, or equal (as described in the technical specifications
below), one (1) each. Technical specifications: The system shall
consist of a cluster of eight (8) 400MHz PentiumII computers which
shall integrate with currently existing equipment. This cluster shall
use a Fast Ethernet network and shall run under the Linux operating
system. By "cluster" it is meant that the eight (8) computers (nodes)
shall be designed and operated as a single resource. In particular, all
8 motherboards shall be housed in a single cabinet, under the direction
of a single (possibly remote) computer. The system shall have the PVM
and MPI software preinstalled, as well as the Linux operating system
(Red Hat Linux 5.1). The system shall be a turnkey system which
includes an 8=port Fast ethernet repeater, an integrated software
monitoring and diagnostic system (which shall allow remote monitoring
and control of nodes) together with an integrated keyboard/mouse/video
switch which allows one to instantaneously connect to any computer in
the cluster. Compatibility between the Fast ethernet cards, repeater,
remote monitoring software, video display, and the components of each
individual node, is essential. MAJOR COMPONENTS OF THE OVERALL CLUSTER
SHALL CONSIST OF: 1) Red-Hat 5.1 Linux Operating System (Extreme-Linux
CD) installed on each node; 2) integrated system monitoring software
that allows control of each monitor, keyboard, and mouse for each node
from a single computer; 3) PVM and MPI message passing software; 4)
single home directory cross-mounted shared among eight nodes; 5) all
components integrated into a single chassis (not bigger than
conventional computer rack); 6) dedicated 8-port Fast Ethernet network
switch or repeater with uplink port. THE FOLLOWING ARE THE
REQUIREMENTS FOR MAJOR COMPONENTS OF EACH COMPUTING NODE: 1) 400 MHz
Pentium II ASUS ATX motherboard; 2) 128 MB RAM; 3) 3 1/2" floppy drive;
4) 6.4 GB UltraDMA hard drive; 5) individual power supply; and 6) Fast
Ethernet Network Interface Card. This requirement is for brand name or
equal, if submitting an equal product, please include with your
quotation, detailed specifications of what is being proposed. The
vendor shall deliver all line items FOB Destination to NIST, Building
301, Shipping and Receiving, Gaithersburg, MD 20899. Required delivery
time is 6 weeks from date of award. The provisions at 52.212-1,
Instructions to Offerors-Commercial Items, applies to this acquisition.
The provision at 52.212-2, Evaluation-Commercial Items applies to this
acquisition. The Government will award a purchase order resulting from
this solicitation to the responsible offeror whose offer conforming to
the solicitation will be most advantageous to the Government, price
and other factors considered. The following non-cost factor shall be
used to evaluate offers: 1) Technical (capability of the item offered
to meet the agency need). The clause at 52.212-4, Contract Terms and
Conditions-Commercial Items applies to this acquisition. The clause at
52.212-5, Contract Terms and Conditions Required to Implement Statutes
or Executive Orders-Commercial Items, applies to this acquisition,
including subparagraphs (6) 52.222-26, (7) 52.222-35, (8) 52.222-36,
(9) 52.222-37, (10) 52.225-3, (15) 52.225-21/Alternate I, and
Department of Commerce Agency-Level Protest Procedures Level Above the
Contracting Officer, which can be downloaded from the NIST Web Page
located at http://www.nist.gov/admin/od/contract/protest.htm. All
offerors shall submit the following: 1) Three (3) copies of quotation
which addresses CLIN 0001; 2) Technical description and/or product
literature; 3) Description of commercial warranty; 4) Two (2) copies of
the most recently published price list(s); 5) A completed copy of the
provision at 52.212-3, Offeror Representations and
Certifications-Commercial Items which may be downloaded from
