1.CONTRACT INFORMATION: An Indefinite Quantity/Indefinite Delivery
Contract for Architectural/Engineering Support Services is required for
the creation of a national repository for the National Pipeline Mapping
Systems (NPMS). Types of services required will include the creation a
national repository, assistance in finalizing draft pipeline mapping
data standards; data collection; data conversion, processing, and
maintenance utilizing a geographic information system (GIS); and
dissemination of pipeline data. Firm-Fixed Price Task Orders may be
issued for a two (2) year base period from date of contract award, with
options for three (3) additional 12 month periods. The total duration
of the contract shall not exceed five (5) years and the cumulative
total of all task orders shall not exceed $3,000,000. The total of task
orders for the base period shall not be less than $10,000 (Guaranteed
Minimum). A single award is anticipated for this requirement. If a
large business firm is selected for this announcement, it must comply
with the FAR Clause 52.219-9 regarding the requirement for a
subcontracting plan. The plan is not required as part of this
submittal. This announcement is open to all firms regardless of size.
Contract award is anticipated in September 1998. 2. PROJECT
INFORMATION: The Research and Special Programs Administration's Office
of Pipeline Safety is creating a NPMS that will depict the location
and select attributes of the major pipelines and liquefied natural gas
(LNG) facilities operating in the U.S. The NPMS will consist of a
single national repository and multiple state repositories. The
national repository will work in conjunction with the state
repositories in compiling and managing the data. A Mapping Quality
Action Team (MQAT) representing federal and state government agencies
and the pipeline industry, has created "Standards for the Creation of
a National Pipeline Mapping System" which can be accessed through the
RSPA Home Page at: http: ops.dot.gov. This includes standards for data
submission by pipeline operators and repository standards. It is
anticipated that repositories will begin receiving pipeline data in
early 1999. Primary services to be provided will include the collection
and processing of natural gas transmission pipelines, large liquid
pipelines, and LNG facility data in the United States, and may include
a technical review of the "Standards for the Creation of a National
Pipeline Mapping System." All conversion and processing of the NPMS
data will be done in accordance with the NPMS "Repository Standards."
These processes may include digitizing of submitted hard copy pipeline
maps, conversion of digital data, data editing and manipulation,
linking geospatial, attribute, and metadata, performing quality control
measures, sending check plots and check files to the pipeline
operators, performing data maintenance, storing and warehousing data,
and disseminating digital data and hard copy maps to pipeline
operators, governmental agencies, and the public. The national
repository will work with state repositories tasked with collecting and
processing pipeline data for their individual states. The national
repository will use its' data and the processed state data to create
seamless national pipeline and LNG facility GIS layers. It is
anticipated that the national repository will work with approximately
fifteen (15) to twenty (20) state repositories and will process
approximately 250,000 miles of digital and paper data submitted by
pipeline operators directly to the national repository over the five
(5) year contract period. In addition, the national repository will
incorporate approximately 200,000 miles of state repository processed
data into the national database over the five (5) year contract period.
The national repository will be responsible for collecting and
processing all pipeline data in states that have not established a
repository. The state repositories are being competitively selected
under a separate procurement action which can be accessed at:
http://www.rspa.dot.gov. 3. SELECTION CRITERIA: See CBD numbered Note
24 for a general description of the selection process. Following an
initial evaluation of the qualification and performance data submitted,
three or more firms considered to be most highly qualified to provide
the type of services required will be chosen for negotiation. Selection
of firms for negotiation will be through an order of precedence based
on demonstrated competence and qualifications necessary for
satisfactory performance of the type of professional services required
that include the following criteria which are of equal importance: (a)
Demonstrated specialized experience and technical competence of the
firm (including consultants) in: (1) Managing and maintaining large
relational geospatial databases in a GIS, including demonstrated
experience in merging disparate geospatial databases. (2) Working with
U.S. hazardous liquid and gas pipeline companies and their respective
data records. (3) Converting digital data, digitizing paper maps,
linking attributesto geospatial data, projecting data, and performing
quality control processes. (b) Demonstrated capacity to accomplish the
work in the required time. (c) Adequacy of in-house quality control
procedures to successfully complete all phases of the project. (d)
Successful past performance (with emphasis on similar efforts cited in
criteria (a) above ) on previous contracts with respect to cost
control, quality of work and compliance with performance schedules.
Include names and current phone numbers for listed clients. Clients may
be contacted during the evaluation process. (e) The professional
qualifications and composition of the proposed project team, including:
proposed skill mix; demonstrated experience of the team as a whole, and
the experience of individual team members as directly related to the
services described in criterion (a) above. Any firm or joint venture
which augments its in-house staff by subcontracting with consultants
must perform a majority of the services with in-house staff. 4.
SUBMITTAL REQUIREMENTS: See Note 24 for general submission
requirements. A/E firms which meet the requirements described in this
announcement and wish to be considered must submit four (4) copies of
a SF255, Architect-Engineer and Related Services Questionnaire for
Specific Project and SFs 254, Architect-Engineer and Related Services
Questionnaire for the prime and four (4) copies each of a SF254 for
each subcontractor/consultant listed in block 6 of the firm's SF255 to:

Washington, D.C. 20590. The SF255 with attachments shall be limited to
25 pages not smaller than 12-pitch font. In Block 7 of the SF255
provide resumes for all key team members, whether the prime firm or
subcontractor; list specific project experience for key team members;
and indicate the team members role on the project. In Block 10 of the
SF255, responding firms must provide the following: (a) Management
Plan. The plan should be brief and include an explanation of the firm's
management approach, management of subcontractors, specific quality
control procedures used and an organizational chart showing the
inter-relationship of management and various team components (including
subcontractors). (b) A listing of mapping/GIS equipment and software
available to the team, a quality management plan and organizational
chart for the proposed team. Supplemental information such as
representative samples of relevant projects is encouraged. Only firms
responding to this announcement by August 13, 1998, 3:00 PM local time
will be considered. Late responses will be handled in accordance with
FAR 52.214-7. FACSIMILE OR ELECTRONIC RESPONSES WILL NOT BE ACCEPTED.
