Strategic Environmental Research and Development Program (SERDP) and
Environmental Security Technology Certification Program (ESTCP) have a
need for advisory and assistance services and general program support
services for their joint Program Office in Washington, DC. The
required services demand an integrated application of expertise in
environmental engineering and science, environmental planning and field
activities, information management and technical documentation,
research, development, test and evaluation program support, and meeting
planning, logistics, and support. The expertise is required to support
management of activities in the areas of environmental cleanup,
compliance, pollution prevention, and conservation. Services required
may include, but are not limited to : (1) Providing general program
management services to the Executive Director, SERDP and the Director,
ESTCP; (2) Preparing policy analyses, option or issue papers, and
management reports; (3) Creating, managing, and maintaining
environmental technology and project management databases; (4)
Performing technology transfer and public outreach functions; (5)
Creating and maintaining hard copy and electronic files of technical
information; (6) Performing technology assessments, reviews, summaries,
and analyses; (7) Conference planning and management; (8) Providing
meeting facilities, equipment (audio visual, portable computers, etc.),
and services for the Program Office in the Washington, DC area as well
as other locations around the country; (9) Maintaining engineering and
program guideline documentation; and (10) Implementing quality
assurance methodologies for demonstration sites and projects. The
Vicksburg Consolidated Contracting Office (VCCO) intends to issue a
cost-reimbursement contract for these services having a base year and
four(4) option years, for a total of five(5) years. Evaluation of
proposals will be on a "best-value" basis, and significant evaluation
factors will include the offeror's past performance, capability to
perform the services, and cost; among other factors. All responsible
sources are invited to submit proposals which will be considered for
award. All parties submitting proposals are reminded that in order to
receive award of a contract they must first be registered in the
Department of Defense Central Contractor Registration database.
