Procurement of trucks, refuel tankers, 5000 gallons, (aviation gas or
jet fuel), 6x4 or 8x4, 2 each. Vehicle Characteristics: Vehicle length
10,000mm; vehicle width 2,400mm; vehicle height 2,900; fuel cargo tank
length 6,000mm; fuel cargo tank width 2,400mm. Note: Vehicle
characteristics are the minimum sizes. Engine characteristics: Shall be
manufacturer's standard diesel engine not less than 10,000cc
displacement. Vehicle Specifications: Fuel load tank capacity not less
than 5,000 gallons; transmission, manufacturer's standard; brakes,
manufacturer's standard; color, yellow; tires, manufacturer' standard;
fuel tank, shall be constructed of all aluminum; exhaust,
manufacturer's standard; steering column shall be located on the right
side of vehicle for left side of road operation; mud guards,
manufacturer's standard; pedestrian side guard rails for both sides of
vehicle; heater/defroster. Speed lights: one (1) light, 0-39 kph; two
(2) lights, 40-59 kph; and three (3) lights, 60-120 kph; Standard
specification: The vehicle is to have a spare tire, jack (capable of
raising vehicle to change tire), and all standard ~ tools required for
changing tires. Instruments gauges/indicators are to include:
speedometer, odometer, water temperatures, oil pressure, fuel level and
volt meter/ammeter. The vehicle is to have the steering column located
on the right hand side of the vehicle when standing at the rear of the
vehicle and looking toward the front of the vehicle for left side of
the road driving. Requirements of Government of Japan safety standards:
The vehicle must meet or exceed the minimum safety requirements listed
below, which are required by the Government of Japan' Law No. 185,
road Vehicle Act Safety Standards: head lights, adjusted for left side
of the road operation; horn; windshield wipers with washer; turn
signal lights, must be amber in color, turn signals must be separate
from stop lights; Stop lights, must be red in color and separate from
turn signals; rear-view mirrors, to be mounted on outside of the
vehicle; pollution devices to control emissions from engine crankcase
and exhaust; flares and triangle reflectors in each truck; four-way
flasher, combined with turn signals; safety glass installed in all the
vehicles windows; back-up warning buzzer; fire extinguisher, 5 lbs.,
dry chemical, multi-purpose to be in each vehicle; seat belts for
driver and passengers; AM radio, manufacturer' standard; seat and
upholstery, manufacturer's standard; power steering. Special equipment
specification: power take off (pto) control within cab of vehicle; a
shut-off safety valve with emergency lever located between main 4-way
directional valve and fuel tank; grounding system 20 meters long from
ground to vehicle and from vehicle to vehicle; meter for metering
pumped fuel from main gate valve; safety pressure relief valves located
on each main hole of fuel tank; cargo tank must be constructed of steel
aluminum alloy; exhaust system must be constructed of stainless steel;
a minimum of 5 man holes on top of cargo fuel tank; a minimum of 4
baffles, full height and width of tank. Two gravity fuel outlets, quick
disconnect type, one located on right side of tank and one in rear of
tank; Tank must have a de-fueling capability; filter system must be
filter/separator type, rated flow 50 gallon per minutes (gpm),
operating pressure 45 pound per square inch (psi) with automatic water
separator; refueling hose must be approximately 1.5" x 50' mounted on
retractable reel on left side of cargo fuel tank, with an
approximately 1.5" nozzle gravity flow single valve release with an
approximately 8" extension; fueling must be accomplished by fill cap on
top of tank, gravity feed or pressure loading on bottom with 2.5" hose
and coupler; emergency shut-off switch located near pump unit on left
side of vehicle and one near front tank; fuel pump must have a 250 psi
rating, rotary van type, capable of pumping gasoline or Jet Petroleum-5
(JP-5), GMP 30-120 capacity; meter read out to show amount of fuel
dispensed in gallons. Manuals for vehicles: The Contractor shall
provide the below listed manuals to the Government at the same time the
vehicles are delivered, in the quantities specified. All manuals shall
be written in English language or bilingually in English and Japanese.
In this case, one bilingual version is equal to one English and one
Japanese manual of equivalent type. The type and quantity of each
manual shall be as follows: one (1) operation manual for each vehicle;
two (2) parts manuals for each vehicle; two (2) repair manuals for
each vehicle; one (1) copy of warranty for each vehicle. Corrosion
control: The Contractor shall furnish al1 vehicles specified with
corrosion control treatment in accordance with accepted commercial
standards, including inside internal hidden panels, crevices, beams,
undersides and all other required areas. Treatment will be done with
Ziebart compound XL5-G or equivalent and have a minimum 3 year warranty
against corrosion. This requirement is applicable to the Trade
Agreement Act. Interest Contractors must reques~t a copy of the
solicitation in writing. Facsimile requests wil1 be accepted.
Telephonic request will not be accepted. All responsible sources may
