This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Wiesbaden Regional Contracting Center, Germany, intends to procure on a brand name or equal basis four hundred Go Plastics, Inc, Model CR-1 Newspaper Vending Machines, (SIC 3581, FSC 3550), to be delivered to Tokyo, Japan. Solicitation DAJA22-98-Q-0939 is being issued as a Request for Quote (RFQ) pursuant to FAR Subpart 13.5 -- Test Program for Certain Commercial Items. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-07. Award will be made to the lowest price, technically acceptable offer. The successful bidder will be required to accept the purchase order in writing. Quotes are due no later than July 31, 1998 at 1600 CET. Any text files shall be in a format readable by Microsoft Word 97 or Adobe Acrobat Reader 3.0. Any graphic files shall be in bitmap or JPEG format. The solicitation schedule is as follows: CLIN 0001: 400 each, Newspaper Vending Machines, Go Plastics Model CR-1 or equal, with a Bellatrix ST-201 Data Wizard with tongue INSTALLED. Substitutions for the Bellatrix ST-201 are not authorized. The exterior housing of the vending machine must be made of an extruded UV-stabilized polyethylene or similar rustproof material. Vending machines must be red and have a 12"x15" tabloid window display, a custom faceplate, and custom artwork on the sides and front. The Government will provide printer-ready graphic files to the successful bidder at time of award. Vending machines must have internal lockable cashboxes that are separate from the Bellatrix units. Bidders offering alternative vending machines MUST submit technical literature/brochures about the vending machines they are offering as part of their quotes. Product information shall include, but is not limited to, make and model, dimensions, weight, capacity, functionality, materials used in its construction, special features and warranties. CLIN 0002: Shipping. Bidders must provide firm price quotes for the two shipping options in SLINs 0002AA and 0002AB. The Government prefers the commercial shipping option and will only elect the military shipping option if commercial shipping costs exceed available funding. SLIN 0002AA: Commercial shipping option. Bidders must provide a firm price quote for commercial shipping from the contractor's facilities to the Government's facilities in Tokyo, Japan. SLIN 0002AB: Military shipping option. Bidders must provide a firm price quote for delivery from the contractor's facilities to the military depot in Concord, CA. Delivery time for units will be 30 days ARO. FOB Point: Destination.
