solicitation, but for planning purposes only. A contract will not be
awarded from this announcement. The Government intends to host an
Industry Day to brief the currently envisioned acquisition strategy for
subject program. A final decision on the approach has not yet been
reached. The Government intends to gather industry comments for further
review. This program combines the MEECN EHF program (also referred to
as Intercontinental Ballistic Missile (ICBM) Launch Control Centers
(LCCs) Extremely High Frequency (EHF) System (ILES)) with an ICBM Very
Low Frequency/Low Frequency (VLF/LF) requirement (such as the Modified
Miniature Receive Terminal (MMRT), a modified Dual Frequency MEECN
Receiver (DFMR) or a modified (Advanced VLF Receiver (AVR)). Please see
the Request For Information published on 31 Jan 97 under the heading
"Integration of EHF communication capability into LCCs" and the Sources
Sought published 23 Jan 98 under the same heading for additional
information. We are envisioning a complete systems approach meeting the
user's end-to-end requirements by integrating an EHF SATCOM and VLF/LF
capability into all ICBM operational, support and training facilities
with minimal impact to either facilities or other systems within the
LCCs. The system should minimize required new design by utilizing
existing VLF/LF and EHF receiver technology and/or equipment to the
maximum extent possible. The current acquisition strategy will use the
ICBM Prime Integration Contract (IPIC) as the prime contract with
Total System Performance Responsibility (TSPR). The Industry Day will
be in three parts. Part one will be a Government presentation about
program schedule, funding, requirements, and acquisition strategy. Part
two will be a brief by the IPIC Prime Contractor, TRW, describing the
subcontractors selection process. Part three will be individual
sessions with industry members to allow for feedback and questions. The
conference is scheduled for 22 July 98 at Hanscom AFB, MA, from 8am to
5pm. Please meetin the 1st floor lobby of Bldg 1618 no later than 0745
to get directions to the location of the conference. Please limit your
attendance to no more than 5 representatives and reserve your
