synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information inculded in this notice. This accouncement constitutes the
only solicitation; offers are being requested and a written
solicitation will not be issued. This solicatation is issued as an
Invitation for Bid (IFB). All incorparated provisions and clauses are
those in effect through Federal Acquisition Circulation 97-05. Line
Item 0001: Services Non-personal: To provide and install a 300 KW
diesel generator at the USPFO site at Barrigada, Guam. The generator
shall be equipped with outdoor enclosure; sound attenuated -- min 85
dB; copon coated radiator with rust inhibitor; 600 gallon fuel tank
double wall factory installed at the base of unit; engine speed of 1800
RPM turbo charged, 24V battery with auto changer (2-4 AMPS); analog or
electronic control panel with volts, amperes, water temp, oil pressure
switch manual start/shut down; 1000 AMPS circuit breaker; exhaust duct
with 20 GA galvanized metal extending to outside of building; extend
exhaust pipe muffler to vent outside of building; concrete pad (3000
PSI) (12"D x 10'0"W x 16'0"L) w/ #4 rebars @ 12" O.C. Inter connecting
electrical conduits shall be PVC concrete encased and aluminum for
exposed area. Contractor shall submit shop drawings and equipment
catalogs for approval. Contractor must coordinate with Guam Power
Authority, Guam Enviromental Protection Agency and other government
agencies to meet regulatory requirements. Contractor shall have
experience in the installation of emergency generators, and shall have
a licensed master electrician. Contractor shall remove all debris and
material and dispose of properly. The following clauses apply to this

Information for Electronic Funds Transfer Payment; 52.237-1 Site Visit.
Offerors must include with their offers a completed copy of the
provision of FAR 52.212-3, Offeror Representations and
Certifications-Commercial Items. Awards will be based on the lowest
priced, responsive offer from a responsible contractor. Contractor
shall inspect project site before bid submittal. A site visit will be
conducted on 22 July 1998 at 9:00 a.m., local time. All prospective
bidders will meet at the USPFO building. Offers are due by 3:00 p.m.
local time, 30 July 1998. Offers may be submitted to the point of
