Standards and Technology (NIST) intends to award a purchase order on or
about July 29, 1998 to Blake Industries, Incorporated on a sole-source
basis for a positioning and shielding assembly of an x-ray beam
monochromator; and a positioning assembly for an analyzer described by
the following specifications: The required items include the
positioning and shielding assembly of an x-ray beam monochromator which
shall be able to condition the emission spectra of a Cu target to
produce beams with a divergence of 5 or 12 arcsec. A second component
shall consist of the positioning assembly for an analyzer with a
divergence of 5 or 12 arcsec with an additional goniometer for
positioning a detector. The monochromator shall utilize the Bartells
geometry and be capable of independently positioning the two channel
cut crystal optics in either of two, symmetric and asymmetric,
channels. The analyzer shall also be capable of utilizing either of the
two channels of the crystal optic. Each crystal optic shall be secured
using magnetically assisted kinematic mounts and be positioned with
tilt stages utilizing trapezoidal flexural structures which can rotate
the crystal about an axis parallel to the x-ray beam and no more than
4mm from it, translation stages to alternate between the two channels,
and rotation stages to position the crystals at the diffraction angle.
The rotation and translation stages, as well as the actuators for the
tilt stages shall be supplied by NIST. The monochromator assembly
shall include suitable shielding and slit systems and be built such
that the positioning equipment is located above the optics. A tangent
arm assembly for positioning of the sample goniometer assembly shall be
included. Substitution of components from alternative vendors, even if
said components could meet our performance specifications, would
require a complete redesign of the monochromator and analyzer
assemblies. This would place an unacceptable complication on the
successful realization of the functioning monochromator and analyzer
assemblies. The authority for this non-competitive acquisition is 41
USC 253(c)(1). This notice is not a request for quotations; however,
interested parties may identify their interest and capability to
satisfy the Government's requirement NLT the response date. The
Government will verbally request a written quotation from Blake
Industries, Incorporated. A determination by the Government not to
compete this proposed purchase order based upon responses to this
notice is solely within the discretion of the contracting officer. A
