for Offer (RFO)5-58769-243 for the design, development, fabrication
and testing of a nanosatellite solid propellant motor prototype. This
effort will determine the feasibility of using certain materials and
design features to make the inert mass, thrust level and size of the
motor compatible with the requirements of nanosatellites. NASA/GSFC
intends to purchase the items from Thiokol Aerospace and Industrial
Technologies. The authority for other than full and open competition is
10 U.S.C. 2304(c)(1) -- Only One Responsible Source. Thiokol is
uniquely qualified for this. It is the only supplier of solid rocket
motors for spacecraft applications and has about 40 years of experience
in the design and development of spacecraft motors from 5 inches to 75
inches in diameter. Furthermore, Thiokol has already developed an
acceptable design concept for the prototype. The salient
characteristics for the solid propellant motor prototype are 1) minimum
total impulse, 2500 N-sec, 2) maximum diameter, 4.5 inches, 3) maximum
thrust, 445N; and 4)minimum vacuum specific impulse, 265 sec. The
Government does not intend to acquire a commercial item using FAR Part
12. See Note 26. An Ombudsman has been appointed. See Internet Note
"B". Interested firms have 15 days from the publication of this
synopsis on the NAIS and Commerce Business Daily (CBD) to submit their
qualifications/capabilities to the identified point of contact. Firms
desiring consideration must provide a written technical narrative
statement of its capability, including detailed technical information
demonstrating their ability to meet this requirement. The response
shall be sufficiently detailed to permit Agency analysis of the data to
establish its bonafide capability to meet all of the requirements. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after 15 days or without the required
informaion will be considered nonresponsive to the synopsis and will
not be considered. The use of faxed or e-mail information rests solely
with the interested party. No collect calls will be accepted. A
determination by the Government not to compete this proposed contract
on a full and open competitive basis based upon responses to this
notice is solely within the discretion of the Government. The
procurement is being conducted under the NASA Midrange Pilot Test
Program approved by the Office of Federal Procurement Policy. The
provisions and clauses in the RFO are those in effect through FAC 97-4.
Firm date for receipt of offers will be stated in the RFO. All
qualified responsible sources may submit an offer which shall be
