Esaias, (619)553-4537. BROAD AGENCY ANNOUNCEMENT (BAA): The Space and
Naval Warfare Systems Center, San Diego (SPAWARSYSCEN) in support of
the Defense Advanced Research Projects Agency (DARPA) is seeking
proposals (technical and cost) for research and development of
microelectronics, micro-electromechanical systems (MEMS),
opto-electronics and/or photonics technology. The proposed efforts
should offer potential for significant impact on the current technology
and the national defense. Proposed efforts are being sought which are
aligned with the Electronics Technology Office (ETO) of DARPA, or other
Government Agencies. The current focus of ETO is with research of
engineered microsystems to perceive and control the physical world.
ETO's missions and thrusts are sense and action amplifiers for the
warfighter, battlespace information channels and connectivity,
large-scale integration of multi-technology systems, exploratory device
and fabrication technologies. Additional information on the programs
within ETO is available at http://www.darpa.mil. This notice
constitutes a SPAWARSYSCEN San Diego Broad Agency Announcement as
contemplated in FAR 6.102(d)(2). This announcement will be open through
June 30, 1999. Proposals may be submitted any time during this period.
Awards may be made at any time throughout this period. Such awards
will depend upon evaluations described below and availability of funds.
The Government further reserves the right to issue contracts, grants,
cooperative agreements or other transactions. Award decisions will be
based on a competitive selection of proposals resulting from a peer
and/or scientific review. Evaluations will be conducted using the
following evaluation criteria (listed in order of importance): (1)
Overall scientific or technical merits of the proposal; (2) potential
transition to Department of Defense Systems; (3) the Offeror's
capabilities, related experience, plan of execution, past performance,
and facilities; (4) realism of the proposed cost; (5) availability of
funds; (6) the extent to which the cost effectiveness of the proposed
research is diminished by expenditures for unproductive administrative
and other overhead expenses; (7) Past performance; (8) For acquisitions
other than those based only on cost or price competition, the
contracting officer shall evaluate the extend to which offerors
identify and commit to small business and to small disadvantaged
business (this applies to contract awards only with large business). To
save preparation costs and effort, Offerors are invited to submit an
initial five-page synopsis of their proposal with technical description
of the effort, a preliminary schedule, identification of risks, and a
rough cost estimate. The synopsis will be evaluated as to potential,
and the Offeror notified as to possible interest by the government. At
the government's notification of interest, the proposer may then
submit a complete proposal consisting of two separate volumes in
accordance with the following: The technical volume of the proposal is
limited to 50 pages (Eight and one-half by eleven inches), excluding
resumes, and management/facilities information. The technical volume
should also include a separate section of specific task/subtask
statements of the proposed work so that these could be incorporated
into a Government Statement of Work (SOW). Technical proposal shall
also provide complete technical details, a contractor statement of
work, a schedule, discussions of risks, and discussions of value and
purpose. The schedule should include the milestones and deliverables,
both reports and hardware. The technical volume should also clearly
illustrate any technical data or computer software, which will be
supplied to the government with other than unlimited rights. The cost
volume should: 1) be a separate document which clearly shows the costs
of each proposed task separately; and 2) provide a Standard Form 1411,
Contract Pricing proposal Cover Sheet, if contract award is pending
(not required for other types of award as specified in paragraph 1 of
this BAA), supported by adequate breakout of cost elements and rates by
month for the purpose of cost/price analysis. Each task should be
separately costed. **Proposed subcontractor costs should be proposed in
a similar detail. Cost proposals should be valid for a period of six
(6) months after the date of submission. An original plus for copies of
the technical volume, plus three copies of the cost volume should be
submitted to SPAWARSYSCEN, Attn: Contracting Officer, Code D212, 53560

Government reserves the right to select for award, all, some, or none
of the proposals received in response to this announcement. The
Government may alsoonly select specific tasks within a proposal for
award. This notice constitutes a BAA as contemplated in FAR
6.102(d)(2). No additional written information is available, nor will
a formal request for proposal (RFP) or other solicitation regarding
this announcement be issued. Interested parties are invited to respond
to this synopsis. All responsible parties' responses will be
