Assembled Chemical Weapon Assessment (PMACWA) anticipates negotiations
with Arthur D. Little, Inc. on a sole source basis. The PMACWA
requires wide-ranging types of engineering expertise in support of
their mission for demonstrating at least two alternative technologies
to incineration for the disposal of assembled chemical weapons as
mandated by Congress in PL 104-208. Technical support for this effort
will include: (a) comparative evaluations of the performance of
alternative demilitarization technologies, systems, processes and
equipment; (b) preparation of testing requirements of demilitarization
components and equipment; (c) planning and execution of demonstrations
of chemical demilitarization unit operations; (d) analyses of
demilitarization systems safety, hazards, risks, and mitigation
measures; (e) analyses of life cycle costs, cost elements, and cost
factors in support of budgets and evaluation of alternatives; (f)
evaluations and analyses of organizational concepts including economic
analyses and trade-off studies; and (g) independent analyses of
contractor performance and deliverables (i.e. reports). It is
imperative that the performance of this effort not be jeopardized by
either potential business opportunities, or business arrangements which
have been, or may be, entered into by the contractor with facility
designers, equipment manufacturers, facility operators, or other
contractors. If any reponsible source other than Arthur D. Little, Inc.
can fulfill the above requirements and wishes to submit a proposal, it
