The Nuclear Regulatory Commission (NRC) is seeking a contractor to
provide assistance in preparing an Environmental Impact Statement (EIS)
and to provide technical evaluation support in connection with review
of an expected license application for a uranium enrichment facility
using Atomic Vapor Laser Isotopic Separation (AVLIS) technology. The
content of the EIS must include detailed discussion of the following
areas, among others: the purpose and need for the facility; description
of the proposed action and alternatives; description of the affected
environment; environmental consequences of the action and mitigating
actions; decommissioning alternatives; and effluent and environmental
monitoring programs. The contractor shall provide technical and
administrative support throughout the application review process,
including scoping, analysis, response to public comments, and
preparation of draft and final versions of the EIS. The contractor
shall provide expert testimony and other support, as necessary, in
support of the NRC staff at a mandatory adjudicatory hearing to be
conducted by the NRC's Atomic Safety and Licensing Board. Due to the
accelerated schedule of the license review, contractor work must also
be efficient and timely. The entire EIS process is expected to begin in
early 1999 and is projected to be completed in 18 months, excluding the
hearing process. The EIS shall be transmitted to NRC both
electronically (Word Perfect 6.1) and in hard copy. 10 CFR Part 51
further describes the required contents and procedures for an EIS. The
contractor shall also provide technical support to assist NRC in
reviewing the license application and in preparing a Safety Evaluation
Report. Areas of required technical assistance may include nuclear
criticality safety, fire protection, accident analysis, hazards
identification, radiological safety, chemical safety, metallurgy and
seismology/geology. Review of an integrated safety analysis, performed
by the applicant, will be required. Interested firms should submit
written capability statements. The capability statements shall
separately address (1) the capability to prepare the EIS and provide
hearing support (paragraph 1) and (2) the technical capabilities to
assist NRC in reviewing the license application (paragraph 2). It is
not a requirement for interested firms to show capabilities in both EIS
and technical support, although capabilities in both areas is
preferred. Respondents should send the requested information to the
attention of Ms. Paulette Smith at the address shown above. Closing
date for capability statements is twenty-one (21) days after issue date
