acquisition is 100% set aside for small business. All offerors must be
able to qualify under Standard Industrial Classification (SIC) code
4813 (telecommunications services), size standard 1500 employees.
Desirable (but not mandatory) SIC codes for use on other line items
that may be negotiated in addition to the primary services anticipated
include: 7373 (computer integrated systems design), and 7379 (other
computer-related services), size standard for both $18 million; 3571
(electronic computers) and 3577 (computer peripheral equipment), size
standard for both 1000 employees. The Minerals Management Service (MMS)
intends to issue one or more indefinite-quantity/indefinite-delivery
type contracts for ashore and afloat Internet aided integrated
information technology (IT) and processing support services for the
Naval Sea Systems Command (NAVSEA) and other Naval entities. NAVSEA is
a large nation-wide organization responsible for the research,
development, acquisition, life cycle support, and disposal of ships,
submarines and their weapons & combat systems, support systems and
ordnance. The Command consists of a Headquarters organization in
Arlington, VA and a variety of technical and industrial organizations
located throughout the country. The Command's major organizations
outside of the headquarters generally are grouped into two technical
centers, an ordnance center, the public naval shipyards and the
Supervisors of Shipbuilding, Conversion and Repair (SUPSHIPs) that
oversee the Command's new ship construction and in-service ship repair
efforts. NAVSEA's responsibilities also include the maintenance,
repair, modernization and conversion of in-service ships and their
weapons and combat systems. Additionally, it provides technical,
industrial and logistics support for naval ships, and ensures the
proper design and development of the total ship, including
contractor-furnished shipboard systems. The intent of this
multiple-award IDIQ acquisition is to provide NAVSEA SUPSHIP (et. al.)
with the information technology necessary to achieve a workable and
efficient organization on each ship built, as is necessary to support
the multiple supply, maintenance, safety, operations and administrative
functions performed on board with integrated information processing
capabilities. The need for IT and processing support for all activities
necessary to implement and train NAVSEA, SUPSHIP, and Ship Operations
integrated information-processing capabilities is neither constant nor
regular. There may be instances where NAVSEA SUPSHIP will not have the
staff resources readily available to provide the support in the time
frame needed. Therefore, MMS anticipates contracting on NAVSEA's behalf
with one or more qualified organizations able to provide support on an
as-needed basis, in response to a task order and specific Statement of
Work, which will be developed for each support initiative (SI). In
order to compete under this acquisition, interested parties MUST
demonstrate that they are qualified to perform the work by providing,

(3) copies of your Capabilities Statement, not more than 30 standard
pages in length, detailing: (1) key personnel, including anticipated
Program Manager(s), who would have primary responsibility for
performing and/or managing the SI, with their qualifications and
specific experience; (2) organizational experience and facilities
relevant to this type of effort; and (3) specific client references
(including contract identification number & project description, period
of performance, dollar amount, client identification with point of
contract & telephone number) for work of this nature that your key
personnel and/or organization have performed within the last two years.
(References will be checked). Following review of all Capabilities
Statements, a "most-qualified" pool of offerors will be established.
Offerors included in this group will be notified as how to prepare a
proposal and other logistical considerations. Oral presentations may be
requested in lieu of certain portions of the proposal. Capabilities
Statements will be evaluated based upon your key persons' relevant
skill, abilities and experience; your organization's relevant
experience and past performance history (including number, size, and
complexity of similar projects, adherence to schedules and budgets,
effectiveness of program management, willingness to cooperate when
difficulties arise, general compliance with the terms of the contracts,
and acceptability of delivered product). Questions should be e-mailed
