Required services include operation, maintenance, product quality surveillance, inventory control and accounting, security, safety and plant services for Defense Fuel Support Point Guantanamo Bay, Cuba (DFSP GTMO). Contract performance is tentatively scheduled to begin February 1, 1999 through February 1, 2001 with one, three-year option to renew. Contract type is firm, fixed price. DFSP GTMO is comprised of two sites: Windward and Leeward. Guantanamo Bay, 3.1 miles, separates the sites. The current combined storage capacity is approximately 250,000 barrels of JP-5, F76 and MOGAS. Throughput is approximately 440,000 barrels. The solicitation will be issued on or about July 31, 1998. It will be mailed to all requesting parties and will be available on the Internet at http://www.desc.dla.mil/main/solic.htm. A preproposal conference will be held at each site in mid-August. Specific dates will be provided in the solicitation. Contractors attending the conference must provide Name, Social Security Number and Home Street Address to Amy V. Loar by August 7, 1998, in order to obtain security clearance. Offers will be evaluated using formal source selection procedures. Evaluation factors include operational capability, performance, price and subcontracting procedures/intentions. Within the factor of operational capability are the following subfactors, which will require offeror submission of corresponding plans: Operation and staffing plan; personnel qualifications/experience/education; product quality surveillance plan; product inventory control and accountability plan; security plan; training plan; safety plan; equipment/vehicle plan; maintenance plan; and, contract compliance plan.
