that Denali National Park and Preserve is seeking commmercial
providers of dog sled based freight hauling services for one (1)
concession. A prospectus has been developed that describes the nature
of services to be provided under the authority of the concession
permit. Specifically, offers will be accepted to provide dog sled based
freight hauling services within the boundaries of Denali National Park
and Preserve during periods of adequate snow cover. Services are
primarily for the purposes of pre-positioning mountaineering supplies
and equipment for private and commercial mountaineering parties via dog
sled in the winter. The business operates seasonally. Guided tours or
carrying of passengers is specifically not authorized under this
permit. One permit will be issued. Copies of the prospectus may be
obtained by writing to: Superintendent, Denali National Park and
Preserve, P.O. Box 9, Denali Park, Alaska 99755. Two types of
preferences apply to the award of this concessions permit. The
provisions of the Alaska National Interest Lands Conservation Act (16
U.S.C. 3197), Section 1307 (b) and 36 CFR 13.83 apply to this
solicitation. Preference will be given to the Native Corporation(s)
most directly effected by the creation of Denali National Park and
Preserve and to persons who are determined to be local residents. The
preferences established in ANILCA Section 1307 take precedence over the
preferential right of renewal granted incumbent concessioners. The
provisions of 36 CRF 51.3 and 51.5, Concession Contracts and Permits,
also apply to this solicitation. The ":Right of Preference" gives the
right to an existing satisfactory concessioner to a preference in the
extension or renewal of its permit concerning all or part of
substantially the same service. All interested parties are encouraged
to apply and the Secretary will consider and evaluate all offers
received as a result of this notice. Any offer must be received by the
Superintendent, Denali National Park and Preserve, P.O. Box 9, Denali
Park, Alaska 99755, not later than the closing date described above,
