The United States Environmental Protection Agency (EPA), Office of
Regulatory Enforcement (ORE) within the Office of Enforcement and
Compliance Assurance, is soliciting contractor enforcement and
technical support for EPA's efforts in promoting and achieving
compliance by regulated entities with federal environmental laws and
regulations. EPA intends to award multiple fixed-rate, indefinite
delivery/indefinite quantity contracts in support of this requirement.
Contractors awarded a contract under this procurement will be required
to provide technical support in several areas. Among these are the
following: A) Enforcement Program Development and Implementation; B)
Enforcement Case Support; C) Laboratory Case Support, Inspections, and
Specialized Activities; and D) Program and Management Analysis,
Program Development, Information Management, Outreach, and Pollution
Prevention. This procurement will be conducted as a full and open
competition. Each contract is anticipated to have a total period of
performance of 60 months, consisting of a base period of 12 months and
four options of 12 months each. It is anticipated that as many as
895,000 direct labor hours could be required for this effort. The
solicitation should be available to prospective offerors on or about
Spetember 15, 1998. All parties interested in requesting a copy of the
solicitation should submit their requests in writing to the following

are advised to monitor this website for further information on this
procurement as it becomes available. Interested parties must forward
requests to be placed on the bidders' list electronically to the e-mail
address listed below. A copy of the bidders' list will be issued to all
prospective offerors as an attachment to the solicitation. If Internet
capability is unavailable, interested parties must submit written
verification stating this fact to R. Steven Frate so that hard copies
of the solicitation can be provided. Only one copy of the solicitation
will be issued to any corporate entity, regardless of the number of
requests from one or more different geopgraphic regions. Telephonic
