Within the "Technical" factor, the following subfactors are listed in order of importance: Subfactor A (Building Design), Subfactor B (Site Design and Engineering), Subfactor C (Contractor/A-E/Subcontractor Experience and Qualifications), Subfactor D (Quality, Durability, and Energy Efficiency of Proposed Materials including Recycling). -- A site visit will be held on Wednesday, August 5, 1998 at 1:00 p.m.-A preproposal conference will be held on Thursday, August 6, 1998 at 10:00 a.m. at 1220 Pacific Highway, San Diego, California.
