On or about 04 August 1998, this office will issue Invitation for Bids for the construction of HVAC UPGRADE -- BASE HOSPITAL, GRAND FORKS AFB, NORTH DAKOTA. Bids will be opened on or about 15 September 1998. This solicitation is unrestricted and open to both large and small business participation. An organized site visit has been scheduled for 27 August 1998 at 9:00 a.m. (local time). Participants will meet at east entrance of Building 109 Base Hospital. This site visit will be the only opportunity for offerors to inspect equipment not shown on the plans or described in the specifications. Offerors are urged and expected to inspect the site where the work will be performed. Costs for specified interference problems identified at the site visit will be borne by the offerors. Offerors will be permitted to bring video cameras and cameras for inspecting the site of the proposed work on this project. The work will include the following: (Approx. quantities) Renovate the existing heating, ventilating, and air-conditioning (HVAC) systems at the Base Hospital. Demolition includes the removal or relocation of existing HVAC systems (e.g., air handling units, liquid chillers, fan coil units, supply and return ductwork, humidification systems, hot and chilled water piping systems, and control systems) and associated electrical services. Demolition work includes limited asbestos and lead paint removal. Architecturally, the demolition work will include wall, ceiling, and roof removal work. Installation will include the replacement of the existing HVAC systems and associated electrical services. The new air distribution system will be a combination of variable air volume and constant volume terminal reheat systems. New air-cooled condenser/compressor units will be installed to provided chilled water to the hospital. The new control system will be a direct digital control (DDC) system which includes a new front-end computer for supervision of the overall control system. Complexity of the project will affect every area of the hospital during construction. Hospital operations will be modified and the work will proceed in accordance with a detailed phasing plan which will be provided as part of the design. The phasing of the work will insure that disruptions to patients and staff are held to a minimum and a safe environment is provided for both patients and staff. The estimated construction cost of this project is between $2,500,000 and $5,000,000. Contractor's Quality Control will be a requirement in this contract. Large business concerns submitting bids for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Engineers considers the following goals reasonable and achievable for fiscal year 1998: (a) Small Business: 61.2% of planned subcontracting dollars. (b) Small Disadvantaged Business: 9.1% of planned subcontracting dollars. (c) Women Owned Small Business: 4.5% of planned subcontracting dollars. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 750 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. The plans and specifications are available on Compact Disk (CD-ROM) and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one (1) per firm. Plans and Specifications will not be provided in a printed hard copy format.
