Specialist, (202)324-9220 This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in Federal
Acquisition Regulation (FAR) 12.6, as supplemented with additional
information included in this notice. The announcement constitutes the
only solicitation: proposals/bids are being requested and a written
solicitation will not be issued. This solicitation is under the Request
For Quotation (RFQ) Number 80194, the provisions and clauses
incorporated thur FAR 97-4. This solicitation is under the Simplified
Acquisition Procedures (SAP) Subpart 13, including the Test Program,
this will be a "full and open" competition. The Standard Industrial
Classification (SIC) Code is 3711 and the qualification for a small
business is 1,000 employees. This will be a Firm-Fixed Price
solicitation for one (1) 1999 Chevrolet Suburban K2500 Vehicle with
Level IV Armored Protection. The FBI would expect the delivery of the
Suburban within 45-60 days after the award date. The Chevrolet Suburban
shall be equipped with the following; 7.4 Liter V8 Fuel Injected
Engine, Automatic Transmission, Four Wheel Drive (4x4), LS Preferred
Equipment Group, Powered Accessories, Color: specific color preferred;
(1) Medium Charcoal Gray Metallic, (2) Dark Carmine Rad Metallic, (3)
Onyx Black. The prearmored version will be considered as the base
unit. The base unit, if not already available, will be procured by the
contractor. The vehicle should come from an authorized General Motor
(GM) dealership and come with actual factory features and warranties.
Additional vehicle modifications will be made to the vehicle by the
contractor. Those modifications will include the following: (1)
reinforcement of load-bearing pillar Post and Hinges, (2) heavy duty
shock absorbers and suspension, and (3) check strap for all doors. Once
the vehicle is procured and modified with the aforementioned
specifications, it will be armored with state of the art ballistic
materials to provide the specified level of arming protection. The
armoring protection shouldbe equivalent to the following international
standards: EN 1063 European Standard -- B1, B2, B3, B4, B5, B6, SG1,
SG2; DIN 52.250 German Standard -- C1, C2, C3, C4; BS 505 British
Standard -- G0, G1, G2, R1, R2, S86; NIJ 01080.01 (National Institute
of Justice Standard) -- 1,2A, 2, 3A, 3. The aforementioned protection
should defeat the following threats: Ballistic: M80 Ball (7.62x51
NATO), AK-47 (7.62. X 39), 0.30 Cal / 30-06, .44 Magnum, .357 Magnum,
9mm Full Metal Jacket (FMJ), 9mmUZI, Blast- 2xDM51 Grenades. Total
armor protection will consist of Opaque and Transparent Armor. Opaque
Armor will be applied to the following vehicle areas: roof, floor pan,
full vehicle perimeter (all pillars, body armor, side door armor,
cargo door armor). Transparent Armor will be applied to the following
areas; all glass areas (polycarbonate spall protection with 39mm
thickness), windshield, all side glass, cargo door glass. Special
accessories and/or enhancements for this vehicle shall include; front
windows tobe inoperable and bolted shut, anti-ballistic wheel inserts
(run-flat) on all four tires and spare tire, bullet resistant battery,
anti-explosion fuel tank, check strap reinforcement for all doors,
locking fuel cap, remote starter with bomb scanner, anti-theft alarm
system. Standard warranties for parts and labor are required. The
evaluation criteria is listed in its importance (1) technical
capabilities, (2) facilities, (3) past performance (furnished four (4)
references from state, local, or federal government or private
industry) and (4) price. The evaluation of quotations and the
determination as to equality of the product shall be the responsibility
of the government and will be based on information furnished by the
vendor. The purchasing activity is not responsible for locating or
securing any information which is not identified in the quotation and
reasonably available to the purchasing activity. To insure the
sufficient information is available, the vendor must furnish, as a part
of the quotation, all descriptive material (such as cuts,
illustrations, drawings, or other information) necessary for the
purchasing activity to determine whether the product meets the
requirement. The provisions at FAR 52.212-1, Instruction to
Offerors-Commercial Items (Apr 1998) shall apply. Addendum to FAR
52.212-1 shall apply: Paragraph (h) Multiple Awards-Delete entire
paragraph. The Government plans to award a single contract resulting
from this solicitation. The provision at FAR 52.212-2
Evaluation-Commercial Items (Oct 1997) shall apply. Addendum 52.212-2
Paragraph (a) the Government will award a contract resulting from this
solicitation which will be most advantageous to the Government, price
and other factors considered shall apply. The Offeror shall be
required to comply with the Year 2000 Compliance Clause (39.106) and
also complete the required certification form which can be obtained by
request from the above noted Contracting Officer. Offeror
Representations and Certifications -- Commercial Items FAR 52.212-3
(Jan 1997) shall apply. Representation and Certification must accompany
each offer and can be obtained via the Internet at http://.far.npr.gov.
FAR Clauses 52.212-4 Contract Terms and Conditions-Commercial Items

Commercial Items (Apr 1998) will apply to the resultant contract:
