Request for information regarding test stands to test F414 Turbofan Engine controls and accessories (C&A). The Naval Air Warfare Center Aircraft Division is considering the possibility of purchasing new non-development items (NDI), commercial-off-the-shelf (COTS) test stands, or the modification of existing Government test stands. Information is requested regarding the design, fabrication, Relative Order Magnitude (ROM) pricing (to include hardware, installation, training, schematic drawings, maintenance support services, discounts, etc.), and time to deliver and install test stands required to verify full performance of the F414 engine C&A components listed below. Any required external fuel pumping and/or storage requirements should be specified and would be provided with the test stands. Use of one stand to test all fuel components is desired. Information on test stand designs should emphasize Built In Test (BIT), self-calibration, simplicity, minimum size, power requirements, and supportability. No peculiar or unique tools should be required for user servicing, calibration, maintenance or repair. Installation requirements should be compatible with existing shop facilities at Naval Aviation Depot Jacksonville, Florida without the requirement for adapters. Fuel test fluid should be MIL-C-7024D filtered to 10 microns nominal or 35 microns absolute and should not contain more than 30 parts per million of free water. Lubrication test fluid should be MIL-L-7808 or MIL-L-23699 filtered to 10 microns nominal/15 microns absolute. Information on maintainability is also requested; such as accessibility of test stand components for removal, testing, maintenance, and replacement, capability of the test stands to alert the operator to system faults that are safety-related and adequacy of built-in-test and trouble shooting features.
