This announcement constitutes the only solicitation; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is issued as a Request for Proposal (RFP) Number NMA201-98-R-0084. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-04 and Defense FAR Supplement 91-13. The National Imagery and Mapping Agency wishes to procure the following brand name or equal items: CLIN 0001 -- (2) each Luscher AG Maschinenbau Image Scanners Model LS-220, installed, to include all necessary operating and application software and the following salient characteristics: 25 -- -1600 dots per inch; Drum speed 100-1000 revolutions per minute; Scan Modes, 24 bit RGB (16 million of color shades), 8 bit CLW (256 color separations), 8 bit CT (256 grey tones) and 1 bit LW (black/white); 8 diaphragms from 1 = low resolution to 8 = high resolution); Size of original 1220 x 2150 mm; and Accuracy of repeat -- 20 um; CLIN 0002 -- (1) each Luscher AG Maschinenbau Image Scanner 220 Spare Parts Kit (L10-1379-S) which includes two Xenon Lamp Hamamstsu (L2195-06); photomultiplier; NP 637 Power Supply; NP 636 Power Supply; CU 647 CPU; AS 633 Analogue sampling card; AC 632 Servo -- Control; CL 698 DC Servomoter -- Interface; Incremental Decoder RON 425 B, 0015; Zero Point Switch Type IFRM 08P1701/L Limit Switch Type IFRM 08P3701/L; Relays and PM Stabilizer. CLIN 0003 -- (1) lot Luscher AG Maschinenbau Image Scanner Maintenance training, includes 3 days of training to enable trainee to detect and solve problems with or without telephone support from OEM. All commercially available supporting documentation to the scanner shall be provided at no additional cost. Delivery is FOB destination to NIMA, 3838 Vogel Road, Arnold, MO 63010 between October 1,1998 and December 31, 1998. Delivery shall be accomplished between the hours of 0900 and 1400 local time exclusive of Saturdays, Sundays, and federal holidays. The Provision 52.212-1, Instruction for Offerors -- Commercial Items, applies to this acquisition. Interested parties shall submit offers, which include the 11 items outlined in FAR 52.212-1(b). The Provision 52.212-2, Evaluation -- Commercial Items, is hereby incorporated by reference with the following addenda included: Award will be made to that technically acceptable offer of the brand name or equal who is determined to offer the best value to the government. The evaluation factors are technical acceptability of brand name or equal, price (to include life cycle cost), and past performance (data may be requested at a later date). Offerors shall include a competitive commercial price list, a complete copy of the Provisions 52.212-3 and 252.212-7000, Offeror Representations and Certifications -- Commercial Items, and Provision 252.225-7006, Buy American Act-Trade Agreements-Balance of Payments Program Certificate, with the offer. The Clause 52.212-4, Contract Terms and Conditions -- Commercial Items, is hereby incorporated by reference. The Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, is hereby incorporated by reference and the following clauses are applicable: 52.203-6, 52.203-10, 52.219-8, 52.222-26, 52.222-35, 52.222-36, 52.222-37 and 52.247-64. The following clause applies: Year 2000 Compliance -- Commercial Supply Items. The contractor shall ensure that all information technology such as: hardware; software; and firmware delivered under this contract that is required to perform date/time processing involving dates subsequent to December 31, 1999, be Year 2000 compliant pursuant to the definition below; Definition: Year 2000 compliant means, with respect to information technology, that the information technology accurately processes date/time data (including, but not limited to, calculating, comparing, and sequencing) from, into, and between the twentieth and twenty-first centuries, and the years 1999 and 2000 and leap year calculations, to the extend that other information technology used in combination with the information technology being acquired, properly exchanges date/time data with it.
